Reference Number 0000261139 Defence Construction Canada (Dcc) is Calling for Abbreviated Proposals From Consulting Firms to Establish a Standing Offer Agreement to Provide as and When Required Professional Services Specific to Department of National Defence (Dnd) Requirements at Various Locations Across Canada, Excluding Nunavut. The Terms and Conditions for This Request for Standing Offer Agreement (Rfsoa) Are Found in the Attached Instructions to Proponents and This Document. The Services Proposed by the Proponent Shall Be in Accordance With These Documents. The Objective of This Rfsoa is to Select One (1) Firm, Who Will Sign a Standing Offer Agreement (Soa) With Dcc to Provide Services on an as and When Required Basis to a Maximum Estimated Value of $1,000,000.00, for a Period of Three (3) Years From Date of Expiry of the Existing Soa (Ac202104). There is an Existing Soa for Airfield Pavement Engineering Technical Services (Ac202104) in Place Serving Various Locations Across Canada That Expires June 18, 2024. The New Soa Will Not Be Used for New Call-ups Prior to the Expiry Date of the Existing Soa or Until the Funds Are Fully Expended, Whichever Comes First. If Mutually Agreeable Between the Consultant and Dcc, the Soa May Be Extended for Up to Two (2) Additional One (1) Year Periods and Increased by a Total of $700,000.00 at Any Time. For Greater Clarity, the Total Potential Value of the Soa is $1,700,000.00, and the Total Potential Term of the Soa is Five (5) Years. Call-ups Under the Soa Are Expected to Be Valued Between $20,000.00 and $200,000.00. There is No Limit on Maximum Call-up Value on the Soa. The Soa is Not a Commitment by Dcc to Spend the Entire Amount. The Consultant Will Be Required to Provide as and When Required Airfield Pavement Materials Engineering Technical Services in Support of the Following Types of Projects: 1 Airfield Pavement Structural Studies: Structural Assessments and Geotechnical Investigations for Airfield Pavement Strength and Soil Characterization; 2 Airfield Pavement Materials Engineering: Review and/or Development of Airfield Pavement Standards and National Specifications; 3 Airfield Pavement Forensic Failure Investigations: Forensic Investigation of Airfield Pavement Failures, Investigation of Airfield Drainage Failures and Condition Assessments; and 4 Airfield Pavement Research Studies: Airfield Research Studies on Pavement Related Issues Including, but Not Limited to, Design and Construction, Geotechnical Issues Related to Site Preparation and Drainage, Performance of Paving Materials, and Sustainable Construction Practices (E.g., Pavement Recycling). The Services May Include, but Are Not Limited to, the Following: .1 Structural Assessments of Airfield Pavements Including the Following Analysis: Ground Penetrating Radar (Gpr), Heavy Weight Deflectometer (Hwd), Pavement Classification Numbers (Pcns) or Pavement Classification Ratings (Pcrs); .2 Geotechnical Investigations Including Field Testing (I.e., Boreholes, Pavement Cores, Etc.), to Characterize Native Subgrade Soil; .3 Geotechnical Engineering and Design Recommendations; .4 Pavement Structural (Thickness) Design; .5 Material Specification Development and/or Review; .6 Aggregate Sourcing Investigations; .7 Forensic Investigations of Pavement Failures; .8 Development of Pavement Rehabilitation and Maintenance Options; .9 Technical Support and Troubleshooting of Issues Related to Paving Materials and Construction Practices; .10 Technical Studies Related to Specific Airfield Pavement Issues; and, .11 General Administration and Design Coordination Throughout the Work.
