City of Aubrey will accept sealed bids from qualified firms to provide non-exclusive mowing and landscape services within the city limits of Aubrey on city properties and properties with structures, rights of ways and vacant lots identified by Code Enforcement that are in violation of the City of Aubrey ordinances regarding high grass and weeds. City properties will be mowed, edged, trimmed, fertilized, and landscaped routinely and as needed. Code Enforcement will compile lists of properties for abatement. Services would include, but not be limited to, mowing, edging, weed eating and debris removal and disposal 1) Mowing Lists will be given to contractors at weekly Monday mowing meetings as services are determined to be needed by City. 2) Mowing lists must be completed and returned to Code Compliance within one (1) week of receipt on all lists of less than 25 properties. Lists with greater than 25 properties will be given an additional week for completion. 3) Mowing complaints emailed to the contractor by 5:00 PM must be corrected in accordance with such email no later than 5:00 PM on the business day following the date of notice. 4) Right-of-ways will be mowed on as needed basis as determined by Code Compliance. Pricing for right-of-ways to be determined by total acres to be mowed times per acre amount bid by Contractor. A minimum $25.00 can be charged on right of ways if total acres to be mowed times per acre bid amount does not equal $25.00. 5) Weed eating, edging (when necessary) and blowing are part of a completed property. Blowing must be done in accordance with City regulations. 6) Brush removal and clearing may be required when necessary. 7) Tree limb trimming and removal may be required when necessary. 8) Properties are to be finish mowed when allowable. 9) City facilities will be mowed on an as needed basis as determined by the Public Works Director or designee. Pricing to be determined by site based upon bid pricing and to be all inclusive of weed eating, edging, and blowing. 10) Flower bed maintenance, planting and fertilizing may be required. The City reserves the right to reject any and all bids or to waive any informality in the bidding procedure, to accept only part of a bid (in the event of multiple-item bids designated as such or alternatives), to award multiple bids on a nonexclusive award basis, and to accept the bid that the City considers to be of best value considering purchase price, reputation of the bidder and of bidders goods or services, the quality of bidders good or services, the extent to which the goods or services meet the Citys needs, the bidders past relationship with the City, the impact on the ability of the City to comply with laws and rules relating to contracting with historically underutilized businesses and nonprofit organizations employing persons with disability, the total long-term cost to the City to acquire the bidders goods or services, the bidders history of providing reliable service to similarly situated cities, Contractor Qualifications as defined in the bid packet, without regard to whether or not such bid is the lowest price received. Bid pricing shall remain effective for a period not to exceed ninety (90) days from the date of the opening. Bid responses must be in accordance with the laws of the State of Texas. No bid may be withdrawn less than forty-five (45) days after date on which bids are opened. The City is exempt from all State of Texas and federal taxes. Bidders must submit a Cashiers or Certified Check, issued by a bank authorized to do business in the State of Texas and satisfactory to the City, or Bid Bond issued by a bonding company authorized to do business in the State of Texas and satisfactory to the City, payable without recourse to the order of the City of Aubrey in an amount equal to 5% of $70,000.00, which is the estimated amount of the awarded contract, as a guaranty that bidder whose bid is awarded will enter into a contract. The bid bond will be forfeited if the bidder fails to provide documentation required by this bid and contract documents and execute a contract within ten (10) days of notice of award by City. The successful bidder must furnish a Performance Bond and a Payment Bond in the amount of $70,000.00 from a Surety Company holding authorized to do business as a Surety in the State of Texas. Bid responses without required check or bid bond will not be considered. This notice to be published in the Point Signal on the following dates: December 29, 2023, and January 5, 2024 This Invitation to Bid is for a period of eight (8) months, and the undersigned hereby agrees to commence the work on the site with an adequate force and equipment so to complete such work in a satisfactory amount of time starting on or about March 1, 2024, or as otherwise directed by the City or Citys representatives. The undersigned (or authorized representative) will be expected to attend weekly status meetings, for the duration of the contract. This contract may be renewed annually for a period of four (4) years
