UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed Brain Research Institute (BRI) 78-109 Lab Renovation (Project # 907535.01). The proposed project is on the seventh floor of the approximately 86,578 GSF Brain Research Institute (BRI) building within the Center for Health Sciences complex on the UCLA campus, 670 Charles E. Young Drive S., Los Angeles, CA 90095. For questions related to this RFQ, please contact: Hadar Geller, AIA UCLA Facilities Management- DPM Senior Architect E: hgeller@fm.ucla.edu T: 310-206-4183 The David Geffen School of Medicine proposes to renovate approximately 1,113 sq. ft. of contiguous existing space, Rooms 78-099, 78-109, and 78-113, on the 7th floor of the BRI building into a multi-use lab to accommodate a new faculty member recruited from the Salk Institute. Relevant equipment includes Bruker Ultima Laser Scanning Microscope. The project scope consists of a dedicated room for the microscope, behavioral rooms, offices, and a wet lab with benches. The proposed renovation scope will include reconfiguring existing research space and may consist of mechanical, electrical, plumbing, life safety work, and Title 24 /ADA-triggered range. The scope of work may be prioritized or phased to align with available funds. The implementation of the project is dependent upon the availability of funding. The construction cost for the project has not yet been determined; however, it is anticipated to be approximately $1 million, depending on the agreed-upon scope of work. As applicable and based on the specific scope of work required, the design shall comply with the University of California Policy on Sustainable Practices. Responses to this RFQ should demonstrate familiarity and experience in designing, planning, and constructing Bio-Safety Laboratory (BSL2) lab suites in existing buildings. The Project scope shall include, but not be limited to, demolition, alterations, and additions to the buildings mechanical, electrical, plumbing, fire alarm, and fire sprinkler systems. The scope may include new lighting, casework, flooring, ceilings, glazing, doors, and hardware. All proposed work will occur in an occupied building with restricted hours to perform noise-producing work and access areas above/below the Project Site. The project may require night and or weekend work to accommodate these work restrictions. All existing improvements impacted by the work shall be restored.The project will also include installing lab equipment that will be procured separately. The final selection and appointment of the Executive Architect is contingent upon project approval by the University of California Board of Regents or their delegated authority. This RFQ is for complete design services; however, the University reserves the right to defer negotiations for services other than predesign studies until the completion of the pre-design phase. A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committees discretion. Every effort will ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy. The proposed project is on the seventh floor of the Brain Research Institute (BRI) building within the Center for Health Sciences complex. The BRI building is an eleven-story, 86,578 gsf building constructed in 1960. Project Scope: With the Installation of a Bruker Ultima Laser Scanning Microscope and a multiphoton in vivo imaging system, the BRI 78-109 Lab Renovation will house the Coley Lab, which plans to study prefrontal cortex neural activity and dynamics in response to stress. Another room will accommodate acute slice electrophysiology with an ex vivo whole-cell patch-clamp rig with event-triggered LEDs for optogenetic manipulations in acute slices. Behavioral rooms will be set up with operant chambers (Med Associates); each equipped chamber features video tracking software and recording. The behavioral rooms will utilize the sucrose preference test, 3-chamber sociability tasks, and stress paradigms using the Noldus Ethovision XT 11.5 automated video tracking software. Pre-design Phase: A pre-design study phase will evaluate existing conditions, infrastructure, and code requirements and define project scope, schedule, cost, and project delivery options. The architects final selection and appointment for the proposed project is contingent upon project approval by the University of California Board of Regents or their delegated authority under the California Environmental Quality Act (CEQA). Sustainable Design: The project shall be designed to meet the requirements and intent of the University of California Regent's Policy on Sustainable Practices pertaining to green building design and energy efficiency. The University also has set a goal to outperform the required provisions of the California Energy Code (Title 24) energy efficiency standards by a minimum of 20 percent. Tabbed dividers should separate and identify the response items described below in section III.B, numbered or titled as indicated. Submittals should be limited to the sections and items . Although they are not encouraged, any additional materials submitted at the discretion of the submitting firm, such as standard brochures, must be submitted separately from the main submittal and marked clearly. Failure to comply with this requirement may result in disqualifying the entire submittal. A screening committee will review these responses and recommend a limited number of firms to the selection committee for further consideration, following the University of California procedures. Interviews are currently anticipated to be scheduled for mid-January 2024. The Executive Architect will serve as the architect-of-record, managing and coordinating all design and construction document preparation tasks and construction administration responsibilities. The Executive Architect will assist the University in securing Agency review approvals. Based on the qualifications presented throughout this process, UCLA will select the firm best to serve as Executive Architect for this proposed project. The final selection and appointment of the Executive Architect is contingent upon project approval by the University of California Board of Regents or their delegated authority. This RFQ is for full design services; however, the University reserves the right to defer negotiations concerning services other than pre-design studies until the completion of the pre-design phase. Each Request for Qualifications (RFQ) submittal is vital to UCLA. Therefore, please allow sufficient time for the submittal transmission or transmission delay to ensure that UCLA receives all RFQs. All material submitted becomes the property of UCLA and will not be returned to the submitting firms. The Payment Bond and Performance Bond shall each be in the amount of the Contract Sum. Contractor shall promptly furnish such additional security as may be required by University to protect its interests and those interests of persons or firms supplying labor or materials to the Work. Contractor shall furnish supplemental Payment and Performance Bonds each in the amount of the current Contract Sum at the request of the University. The method of Contractor Selection has not been Determined at this time.
