1. GENERAL: This Notice of Intent (NOI) is to notify industry of the Air Force's intent to increase the ceiling on the Roof Repair, Replacement, and Maintenance (R3M) Multiple Award Task Order Contract (MATOC), and gather information from Industry, specifically Small Business roofing contractors that specialize in North American Industry Classification System (NAICS) code 238160 - Roofing Contractors (Small Business size standard of $19M). The ceiling is expected to increase by $250 Million, from $325 Million to $575 Million. As a result of this planned ceiling increase, the Ordering Period of the Basic Contract will NOT be extended and will expire on 14 May 2025. In accordance with (IAW) FAR 15.201(e), the R3M team is gathering market information to understand if there is any OBJECTION to an increase in ceiling from Small Business Roofing Contractors that are not already on the R3M Roofing MATOC. Where a Small Business Roofing Contractor objects to the ceiling increase, please provide your interest and capability in accordance with the instructions in this notice below. Responses shall provide evidence of experience in each type of roofing system identified in the scope below, as well as the extent of their experience within at least one of the geographical regions stated in Pararaph 2 below. No award will be made from this posting. Any feedback or concerns on the ceiling increase are requested to be emailed to the contact information stated in Paragraph 7 below. Current Small Business R3M Roofing contractors do not need to respond with interest or capabilities, but are welcome to provide general feedback. Any SB Roofing contractors that do not object to the ceiling increase but may be interested in sub-contracting opportunities or Prime contracts at the local installation level, are welcome to respond to this notice with your own capability statement (it does not need to include all of the information requested below). Your capabilities information will be shared with current R3M Prime Contractors, or local installations' contracting offices, as applicable. 2. GEOGRAPHICAL REGIONS: See Attachedn document entitled, "Geographic Mapping". The R3M services are divided into six geographic regions: West, Midwest, Northeast, Southwest, Southeast and Alaska (see Attachment One for mapping). 3. SCOPE OF WORK: The scope of work is to perform roof maintenance, repair, and replacement (thermal and moisture protection) for low-slope (weatherproof membrane types of roof systems installed on slopes at or less than 3:12 or 14 degrees), steep slope (water-shedding types of roof coverings installed on slopes greater than 3:12 or 14 degrees), and metal (hydrostatic and hydrokinetic systems) roofing projects. Roof assemblies include all items of work included in the elemental classification of the American Society for Testing and Materials (ASTM) UNIFORMAT II B30. The thermal insulation, vapor retarder, membrane, drainage components, flashings, and details (roof edges, scuppers, parapets, curbs, drains, coping systems, shingles, and roofing tiles, etc.) are included in the scope of this effort. The features of work that are part of the structural roof assembly (framing (steel, wood, etc.), structural diaphragm, decking, purlins, parapets, roof joists, beams, associated hardware and fixtures, etc.) regardless of material are in scope of this project. While inspections are included in the scope of this effort, the specific assessment techniques, e.g. thermal imaging or Unmanned Aerial System (UAS)/drone usage, to include the decision/approvals to use these techniques, will be made at the base/task order level in accordance with (IAW) relevant Air Force guidance. The ASTM UNIFORMAT II B30 features of work incidental (in terms of dollar amount related to the direct roofing cost (labor, equipment, materials, and subcontractor markup)) construction activities such as asbestos abatement, HVAC disconnect/movement, plaza decks, lightning protection, and walking pads, etc. which arise as a result of the roofing project are in scope of this contract. The estimated value of this incidental work should not exceed 30% of the direct roofing costs. All roof types, systems, materials, membranes, and services listed in UFC 3-110-03 are included. The project delivery methods shall include design-bid-build and/or design-build. 4. LIMITATIONS ON SUBCONTRACTING: The Contractor must be capable of performing in accordance with 52.219-14 -- Limitations on Subcontracting (DEVIATION 2019-O0003) for NAICS Code 238160. In their Cover Letter, interested Offeror(s) shall identify any potential "similarly situated entity" arrangements being considered. A "similarly situated entity" means a first-tier Sub-contractor, including an independent Contractor that has the same Small Business program status as that which qualified the Prime Contractor for the award and that is considered Small for the NAICS code the Prime Contractor assigned to the subcontract the Sub-contractor will perform. If "similarly situated entity" subcontracting is contemplated, the Cover Letter shall contain detailed information concerning the planned "similarly situated entity" subcontracting/consulting arrangement(s) (including proposed work share, EIC number(s),and all applicable categories of Small Business status) to assure the Government that the limitations of FAR 52.219-14, Limitations of Subcontracting (DEVIATION 2019-O0003) can be met. The limitations identified in the aforementioned clause require the Offeror/Contractor to agree that in the performance of any resultant Task Order resulting from a contract award, it will not pay more than 75% of the amount paid by the Government for Task Order performance to Sub-contractors that are not similarly situated entities). Any work that a similarly-situated entity further subcontracts will count toward the 75% percent subcontract amount that cannot be exceeded. 5. SUBMISSION REQUIREMENTS (FOR SMALL BUSINESS ROOFING CONTRACTORS THAT OBJECT TO THE PROPOSED CEILING INCREASE): COVER LETTER: Identify your firm's name, CAGE Code, UEI, Address, and Point of Contact information, including name, email, and phone number. Identify your Small Business status for NAICS 238160 and any socio-economic small business certifications. In accordance with Paragraph 4 above, identify any Small Business Teaming partners that would be considered "Similarly situated" for consideration in meeting FAR 52.219-14, Limitations of Subcontracting (DEVIATION 2019-O0003. Joint Venture entities are considered Prime Contractors - they are not considered Prime-to-sub, or a teaming partner relationships. Identify the Region(s) to which you are interested. CAPABILITIES INFORMATION: DO NOT EXCEED FIVE (5) PAGES: Interested roofing contractors must provide a narrative, not to exceed 5 pages, to demonstrate their experience in the services stated in section 3 of this memorandum (low slope, steep slope, and metal roofing systems iaw UFC 3-110-03). The narrative shall generally describe at least5 years of corporate experience performing, managing, and/or subcontracting roofing projects within the last 5 years) installing the roofing systems AT EACH AIR FORCE INSTALLATION within the region in which they are interested. If direct experience at all locations can not be demonstrated, you may submit evidence of direct sub-contractor relationships for work at those locations. The narrative shall demonstrate the contractor's experience performing design-build roofing projects. The narrative shall confirm that the Contractor would provide and maintain manufacturer applicator agreements demonstrating the capability of providing the warranties described in the Unified Facilities Criteria (UFC). The narrative shall confirm that the Contractor has roof system design experience and capability in accordance with the design guidance in UFC 3-110-03 Roofing. The Contractor must demonstrate the capability to do roof systems design as demonstrated by including in their organization (may be a subcontractor) a Registered Roofing Consultant, Registered Professional Engineer or Registered Architect that derives his or her principal income from roofing design. The Contractor shall demonstrate recent experience (within 5 years) designing roofing systems in the ASHRAE climate zone of the region in which they will perform work, in accordance with the Whole Building Design Guide (WBDG) Unified Facilities Guide Specifications (UFGS) and UFCs 6.
