Renovation of a water / sewer project in Kissimmee, Florida. Conceptual plans call for the renovation of a water / sewer project.

The Tohopekaliga Water Authority (TOHO) invites interested engineering consulting firms with experience in water treatment plant (WTP) design treating surface water to meet potable water standards, permitting, bidding, and construction administration to submit Statements of Qualifications (SOQ) for the final design, permitting, bidding assistance, construction administration, and other related services for the Shingle Creek Surface Water Treatment Facility (SWTF) project. The selected consultant will provide final design, permitting, bidding, construction administration services, startup, and other miscellaneous services as required. The Shingle Creek SWTF will be located in an area next to the Toho South Bermuda Water Reclamation Facility (WRF) and will have a 6 MGD treatment capacity. The SWTF will withdraw up to 6 MGD, per existing Water Use Permit (WUP), from Shingle Creek through the existing Shingle Creek intake and treated to meet potable water standards. The existing intake has three (3) constant speed submersible pumps with 2 MGD capacity each. The treated water from the Single Creek SWTF will be blended with the potable water from other WTPs within the TOHO distribution systems which are groundwater. The intents of the Shingle Creek SWTF is to operate as a baseload facility supplying potable water to the Toho distribution system. Current project status is as follow: Pilot study has been completed and the final report should be available in the first quarter of 2024. The pilot study was conducted in two consecutive phases with first phase included ACTIFLO followed by ceramic ultrafiltration (CUF) and ion exchange (IX), and the second phase with coagulation/flocculation, CUF and IX. Blending study has been completed and the final report should be available in the first quarter of 2024. The blending study include hydraulic and water quality modeling of the distribution to simulate the blending of treated water from Shingle Creek SWTF with groundwater from other WTPs. Survey of the treatment plant site is completed. Environmental assessment of the treatment plant site is completed. Water quality sampling at the Shingle Creek has been completed. The sampling was conducted from May, 2021 to May, 2022. A bench scale test has been completed prior to the pilot study. The existing intake has been inspected and cleaned in 2021. The evaluation of the existing intake and pump station has been completed. The existing ACTIFLO system has been rehab in 2021. There are a few items will need to be replace to meet NSF requirements.
