The City of Virginia Beach is soliciting Statements of Interest and Qualifications from interested firms to provide civil and coastal engineering services for the evaluation and replacement of the Rudee Inlet Weir. Services will include surveying, analysis, design, regulatory permitting, preparation of construction contract documents, and construction phase services. The analysis phase of this project will include a study that provides recommendations for the modification or replacement of the Rudee Inlet Weir. The purpose of the study is to evaluate the existing weir and terminal groin structure, constructed in 2005, and provide recommendations to modify or replace the weir and terminal groin structure to address inlet management deficiencies and provide opportunities to enhance the beach profile along the adjacent updrift shoreline of Croatan Beach. The Rudee Inlet Weir replacement study will include the following: Review of previous studies and inlet management plan to gain a historical background of the inlet, Analyze the efficiency of the existing weir structure and how it is performing based on the existing inlet physical processes, Conduct an alternatives analysis to identify improvements to the weir system that will: a. Not increase the need to dredge the inlet Federal Channel; and b. Maintain a wider updrift beach profile along the 3/4 mile shoreline of Croatan Beach. Present weir modification and/or replacement alternatives, Include opinion of probable costs for each alternative, Recommend an alternative. The scope of services will include, but not be limited to, technical report literature review, beach and inlet physical processes numerical modeling and analysis, coastal structures design concept engineering, cost analysis, report writing. Construction contract documents will be prepared based on the selected design option and alternatives. QUALIFICATION REQUIREMENTS: The successful firm must demonstrate specialized expertise and experience in, analysis, numerical modeling, design, evaluation, and selection of alternatives of inlet and coastal water dependent engineering related projects, and preparation of construction contract documents. Three (3) years of demonstrated experience in preparing and completing plan alternatives studies related to navigational inlet improvements. A demonstrated knowledge of applicable federal, state and city codes, regulations, and environmental permitting requirements. The firm must have a demonstrated history and ability to provide quick response to the client's immediate need. SELECTION CRITERIA: The selection criteria requires: (1) Professional qualifications of staff assigned [20%]; (2) Specialized experience in the type of work required [20%]; (3) Familiarity with project and conceptual approach proposed to address those requirements [10%]; (4) Quality of past performance on similar projects [5%]; (5) Experience and qualifications of any consultants [10%]; (6) Evidence of cost control effectiveness [10%]; (7) Current volume of work that could affect ability to complete the work on time [10%]; (8) Accessibility of the project team to the project site [5%]; (9) Capability to provide aesthetic design features in keeping with the City and community goals for a quality outcome [5%]; and (10) Demonstrated ability for a high degree of public participation and related coordination for input and resolution of project issues [5%]. The percentage listed in parenthesis is the weight that each selection criteria will have in the evaluation of the proposals. PROPRIETARY INFORMATION: The Offeror is advised that 2.2-4342 of the Code of Virginia, i.e., the Virginia Public Procurement Act, shall govern public inspection of all records submitted by the Offeror. Specifically, if the Offeror seeks to protect any proprietary data or materials, pursuant to 2.2-4342, the Offeror shall (i) invoke the protections of this section prior to or upon submission of the data or other materials, (ii) identify the data or other materials to be protected, and (iii) state the reasons why protection is needed. Furthermore, the Offeror shall submit proprietary information under separate cover, and the City reserves the right to submit such information to the City attorney for concurrence of the Offeror's claim that it is in fact proprietary. References may be made within the body of the proposal to proprietary information; however, all information contained within the body of the proposal not labeled proprietary or otherwise not meeting all three of the requirements of 2.2-4342 shall be public information in accordance with State Statutes. SMALL BUSINESS SUBCONTRACTING/CONSULTING PARTICIPATION: It is the policy of the City of Virginia Beach to encourage the participation of SWaM-Certified Businesses in city procurement activities, including the procurement of professional and other professional services by competitive negotiation. In furtherance of this policy, the City adopted 2-224.1 through 2-224.8 of the City Code on February 28, 1995. City Council amended 2-224.1 through 2-224.8 of the City Code on September 27, 2011, to enact an Enhancement program for SWaM-Certified Businesses (commonly referred to as the "Small Business Enhancement Program"). Pursuant to City policy, it is strongly encouraged that the Offeror submit a Small Business Subcontracting Participation Plan detailing the SWaM-Certified Businesses, certified by the Commonwealth of Virginia's Department of Small Business and Diversity, that the Offeror intends to utilize to perform the services indicated in the scope of services. The Small Business Subcontracting Participation Plan ("The Plan") is located on the SWaM Business Office's webpage, Business Development Initiatives, Small Business Subcontracting Participation Plan (Form CVAB-E2). The Offeror may be required to have on file with the Purchasing Division the composition of the Offeror's workforce, which may be updated annually, using the Prime Contractor Workforce Composition Form. The Offeror shall also provide monthly updates as to payments made to sub-consultants/contractors listed on "The Plan" via the Monthly Subcontracting Payment Data Sheet (CVAB-E). Prior to final payment, the Offeror may be required to submit a report documenting, using the Monthly Subcontracting Payment Data Sheet (CVAB-E), its efforts undertaken in compliance with "The Plan". "The Plan" shall become a part of the contract with the City of Virginia Beach. The offeror is strongly encouraged to address all elements of the small business subcontracting participation plan in its response to the RFP. If detailed responses are not practicable at this stage due to uncertainty as to the precise scope of the project, please indicate that the specifics are unknown at this time. Statements of Interest and Qualifications should be limited to 25 pages (excluding cover page/letter with a minimum 12pt font). The Firm Data Sheet and resumes (if needed) can be included in an appendix that will not count towards the 25-page total. Interested parties should submit sealed Statements of Interest and Qualifications. One hardcopy and one electronic copy shall be submitted. The electronic copy shall be in pdf or other "readable only" format and shall be placed on a USB compatible flash drive. The original hardcopy and any other required copies shall be placed in a sealed envelope or package that should be identified with the solicitation number, the date and time of closing, and the name and address of the Respondent. The final date for questions is Friday, January 12, 2024, at 5:00 pm EST. Notice of intent to award any contract resulting from this RFP will be publicly posted for inspection at the City of Virginia Beach, Building Number One, Finance Department, 2401 Courthouse Drive, 3rd Floor, Suite 3097, Virginia Beach, Virginia 23456. The method of Contractor Selection has not been Determined at this time.
