Professional Engineering and Construction Management Services for the Little Falls Run WWTF Upgrade Location of Work: 950 Kings Highway, Stafford County, Fredericksburg, Virginia 22504 Stafford County, Virginia (the "County") is seeking proposals from qualified professional engineering firms to provide professional engineering and construction management services for the construction phase of the Little Falls Run Wastewater Treatment Facility Upgrade Project for the Department of Capital Projects, as further described in Section III, Scope of Services. The County seeks to contract with a firm that will agree to be available to provide these services in a timely manner. All services shall be performed in accordance with the Utilities Engineering General Terms and Conditions (Attachment B). The contract will be negotiated and awarded in accordance with the Stafford County Procurement Policy, the Virginia Public Procurement Act, and the terms and conditions of this RFP. This RFP does not commit Stafford County to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The Little Falls Run Wastewater Treatment Facility (LFRWTF), which was constructed in 1991, treats the wastewater of the southern half of Stafford County and has been nationally recognized by the National Association of Clean Water Agencies (NACWA) for its excellence in wastewater treatment. The facility takes in and treats over three million gallons of wastewater each day and continues to do its part to keep local waterways, as well as the Chesapeake Bay clean. The upgrade project has been conceived by the County with a view to optimizing the facility's functionality and efficiency. The Technical Specifications and Drawings for the project have already been developed by Ramboll Engineering Consultants. The project is ready for the solicitation of services of a firm that will administer the construction contract and provide inspection services during the construction phase of the project, which is being done under a separate solicitation (Invitation for Bids). The project will be funded by the County with additional funding support from the Water Quality Improvement Fund (WQIF) and the Virginia Clean Water Revolving Loan Fund (VCWRLF). Project bidding started with advertisement in August 2023, bids received in late November 2023, contract award in February 2024, and notice to proceed issued Spring 2024. Substantial Completion is estimated at 36 months following notice to proceed and Final Completion is (two) 2 months later. This solicitation is intended to obtain the services of a professional engineering firm that will oversee and manage the construction phase of the project. The County is seeking proposals from qualified Offerors to provide professional engineering and construction monitoring services for the Little Falls Run Wastewater Treatment Facility Upgrade project. The successful Offeror shall provide engineering, monitoring, and consulting services for the construction phase of the project, including regulatory and funding elements compliance support and resident inspection/construction management throughout the construction period and generally assist the County in implementing the construction of the project.
