The Rivanna Water & Sewer Authority is seeking quotes for Utility Easement Clearing in order to facilitate access, maintenance, and repair of utility lines. The Rivanna Water & Sewer Authority ("the Authority") is seeking quotes for Utility Easement Clearing in order to facilitate access, maintenance, and repair of utility lines. This work includes the clearing of standing trees, fallen trees, overhanging tree limbs, saplings, and heavy brush from approximately 10,280 LF of Authority-owned utility easements. Mowing and/or "bush hogging" of these utility easement areas shall be included. This work shall include cutting and chipping of upright trees, fallen trees, overhanging tree limbs, saplings, and heavy brush within specified RWSA-owned easements to facilitate access, maintenance, and repair of utility lines. Tree limbs that are hanging over the easement within ten (10) feet of grade and do not correspond to a tree that is to be cut shall be trimmed to the extents of the clearing boundaries. A sapling shall be defined as a tree that is less than six (6) inches in diameter. Heavy brush shall consist of bushes, shrubs, and briars of greater than one (1) inch in diameter. Clearing areas are fifteen (15) or twenty (20) feet in width. When falling upright trees, a reasonable effort must be made by the Contractor to keep the trees within the boundaries of the utility easement. Large diameter trees in the outer two feet of the easement can remain as long as they do not interfere with the access or function of utility appurtenances. The Contractor shall make a reasonable effort chip all trees, saplings, and heavy brush. Chipped and mulched material may be spread within the boundaries of the easement area unless otherwise specified by RWSA. If terrain prevents the Contractor from utilizing chipping equipment, the Contractor shall remove all cut material from the easement. No cut material will be permitted to be stored in the utility easement. This is a change from previous projects. If cut material is removed from the utility easement, then the material is available for the Contractor's personal use, or it must be disposed of in accordance with local, state, and federal regulations. The Contractor shall note that no modifications to the schedule or lump sum quote prices will be granted for the removal of cut material from any Utility Easement Section(s). All tree stumps shall be cut and ground to within a maximum of three (3) inches above level grade to allow reasonable clearance for vehicles accessing the right-of-way and future mowing. Each specified Utility Easement Section shall also be mowed. The mowing width shall be to the full extents of the Utility Easement. For mowing, all vegetation in the easement shall be cut to a minimum height of 3" and a maximum height of 6". Mowing shall include trimming around manholes, valve boxes, and related RWSA structures. WORK DESCRIPTION Right-of-Way Clearing: Work shall include the clearing of upright trees, fallen trees, overhanging tree limbs, saplings, and heavy brush from approximately 10,280 LF of RWSA-owned utility easements (see Article 1 for more details). Right-of-Way Mowing: Work shall include the mowing of tall grass, weeds, and other vegetation as outlined in Article 1. Install Silt Fence: Install silt fence in accordance with Article 11, Erosion and Sedimentation Control Measures. Seed and Straw: Apply seed and straw to repair grassy areas damaged during normal operation of the clearing process along cleared easements as outlined in Article 11, Erosion and Sedimentation Control Measures. Access Enhancement: Contractor shall furnish and install any items/materials necessary to ensure that all personnel and equipment can effectively access the specified Utility Easement Areas. All specified easements shall be cleared to the widths described above, however, standing trees greater than six (6) inches in diameter within two (2) feet of the clearing boundary on either side of the centerline shall NOT be removed unless otherwise directed by the Owner. All other vegetation in this "buffer zone" shall be cleared. This short description shall not in any way limit the Contractor's obligation to clear and/or mow the easement. It is the Quoter's responsibility to visit the site to determine the scope of work necessary and to include all work in the pricing provided in the quote. All work must be complete and ready for final payment within 120 Calendar Days after the Notice to Proceed (NTP).
