**As of March 26, 2024, this project has not yet been awarded. The project is expected to be awarded on Mid April.** The Work consists of furnishing all materials and equipment and performing all labor necessary for the construction of Phase 1 (0.25 MGD) of the Cane Branch Wastewater Treatment Plant. This includes new process structures, rotary drum screens, membrane bioreactor system, UV disinfection, sludge dewatering, control building, electrical and control systems, along with any necessary appurtenances. The project is scheduled to be completed within a contract time of 540 days. The entire scope of work will be awarded as a single contract Payment for the work will be disbursed at regular intervals, contingent upon the submission of the Contractor's Applications for Payment, which will be reviewed and approved by the Engineer All questions pertaining to the Project and Bid Documents must be submitted electronically. All Contractor questions should be made in writing to Tiffany Barry at tbarry@pandqinc.com. Questions received less than ten (10) days prior to the date for opening of Bids will not be answered. Bids shall be accompanied by a Bid Bond or a certified cashier's check, the value of which should not be less than five percent (5%) of the overall bid amount. All bonds must be countersigned by a Georgia Resident Agent and should be submitted with a corresponding "Power of Attorney." The successful bidder is required to provide both a Performance Bond and Payment Bond, each in an amount equal to one hundred percent (100%) of the awarded Contract amount. The Scope of Work as described herein is defined as "utility contracting" in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a "Utility Manager" certification holder who will have oversight of all the work. Contractor submitting a bid must list the license number of the Contractor performing the utility contracting on the Bid form and provide proof of a valid license. Owner reserves the right to delay the award of the Contract for a period not to exceed sixty (60) days from the date of opening of the bids, during which time bids shall remain open and not subject to withdrawal. The right is also reserved to reject any and all bids and to waive any and all technicalities or informalities.
