The Bay County Road Commission (BCRC) seeks professional services from qualified
Engineering firms to perform material testing and inspection on various federal aid and locally
let projects. This RFP is a request to submit qualifications and a schedule of fees for testing and
inspection services, more thoroughly discussed below.

The proposals will be rated on both fees and qualifications. Items to be considered in selecting
the firm are as follows: Understanding of the service, fee structure, clarity of fee structure,
proximity to projects, responsiveness to perform, staffing capabilities, experience on similar
projects, testing equipment, facilities, completeness of proposal, qualifications, and references.
