The City of St. Louis, Board of Public Service, is seeking Statements of Qualifications from firms interested in providing design services for the Mechanical, Electrical and Plumbing Design Services at St. Louis Lambert International Airport. This Professional Service Agreement will be a task order based contract that will be utilized for the design of Capital Improvement Projects, repairs, and other miscellaneous emergency projects and improvements. Design studies, phasing plans, alternative analysis, estimates of probable cost, and cost options maybe requested. Incidental architectural, civil, structural, and construction management services may be required in order to complete the entire scope of work in relation to the authorized mechanical, electrical and plumbing services. All services will be authorized individually per project through a "Task Order" process. The term of the proposed Professional Service Agreement is three (3) years. The City does reserve the right to authorize this contract on a yearly basis beyond this point, but in no case shall it exceed five (5) years. The term of each individual task will be established at the time of the issuance of the Task Order. The not-to-exceed amount will be $150,000.00 each year. The total estimated fee for these projects is $450,000.00 which includes design, construction phase services, and construction management. The initial contract value represents the maximum value that is funded by the Airport's operating budget for these services. Additional Tasks can be authorized and funded by other funding sources such as Capital Works Ordinances and may significantly increase the contract value over term of the agreement. A separate fee will be negotiated for each individual task. SCOPE OF SERVICES: This work shall include, but not necessarily be limited to the following: A. Provide studies, investigations, preliminary schematic designs, project programming, cost estimates, phasing, etc. as directed by the AIRPORT. B. Prepare and provide construction documents (plans and specifications), suitable for competitive bidding. C. Attend various meetings and presentations. D. Provide prototypes, equipment, or mock-ups where requested by the AIRPORT. E. Provide computer generated renderings as requested. F. Mechanical design work may include but not be limited to items such as new or upgraded air handlers and air distribution systems, fire protection systems, chillers, boilers, building automation controls, and evaluation of existing systems. G. Electrical designs work may include but not be limited to items such as lighting improvements, new or upgrades to power distribution systems, emergency generators, Public Announcement systems (PA), Baggage Information Announce Systems (BIAS), Baggage Information Display Systems (BIDS), Flight Information Display Systems (FIDS), Security Access Control Systems (SACS), building control systems and interface with existing Airport operating systems, Fire Alarm (FA), Closed Circuit Television (CCTV), etc. H. Plumbing design work may include but not be limited to items such as new, repair or upgrade of potable and non-potable water, sewage, drainage and de-icing systems. I. Architectural, civil, structural, and landscape architectural work may include work as necessary to complete incidental work as part of any mechanical, electrical and plumbing scope. J. Prepare phasing plans as needed. This work may include coordinating with the AIRPORT, airline tenants, and other stakeholders to verify phasing concepts and associated operational impacts. K. Check airspace and Part 77 issues for planned construction activity related to the reconstruction of the defined project areas, and submit FAA Form 7460's for design and construction to the FAA as needed. L. All code compliance and accessibility standards. Work shall be performed in conformance with the most current standards required by the International Building Code and Existing Building Codes, edition as adapted by Authority Having Jurisdiction, and building codes referenced therein. Consultant will be responsible for filing documentation required to secure Certificate of Occupancy. M. Production of a design quality control plan for review and approval by the Airport. The Project Manager shall have relevant experience in airport mechanical, electrical and plumbing design and working knowledge of renovation projects and projects servicing Public Transportation Facilities. The Project Manager shall be a Registered Engineer in the State of Missouri. The Project Manager must have experience in management of task order contracts and will be responsible to insure all work is designed to be phased with seamless transition to minimize the inconvenience of occupants or operations to the Airport. The City intends to select a prime consultant from their SOQ's. Design of the projects in the scope of services would be awarded based upon the qualification strength of the selected consultants. SOQ shall be limited to FIVE (5) single-sided 8-1/2" x 11" pages with a minimum font size of 10 (the 5 pages do not include the M/WBE Utilization form, the Unauthorized Alien Employee Affidavit, or the Signature Sheet of Memorandum of Understanding with Homeland Security for E-Verify). No other material will be accepted - this includes a cover sheet or cover letter, copy of certifications, registrations, etc. All questions shall be directed to Helen Bryant, Board of Public Service, by e-mail at bryanth@stlouis-mo.gov (please reference project name in Subject Line if sending an e-mail).
