The City of St. Louis, Board of Public Service, is seeking Statements of Qualifications for providing Design Services for a New West Central Utility Plant (also called CUP) and Electrical Substation at St. Louis Lambert International Airport. The City of St. Louis, Board of Public Service, is seeking Statements of Qualifications for providing Design Services for a New West Central Utility Plant (also called CUP) and Electrical Substation at St. Louis Lambert International Airport. The existing Climate Control West (CCW) Facilities were originally built in 1956 and dates back to the original construction of the airport. Many systems in the facility are aged, antiquated, and obsolete with various systems within the facility having reached or nearing the end of their service life. Airport maintenance is having increasing difficulty obtaining replacement parts. Furthermore, as the airport expanded, additional equipment was squeezed into the existing building. Replacement of the equipment would require expansion of the buildings and site to meet current code requirements, however, there is no room for expansion at the existing site. As a result, relocation to a new facility, to be referred to as the New West Central Utility Plant (CUP), is necessary. The existing Climate Control West Facilities would be replaced with a new Central Utility Plant (CUP) to serve existing Terminal 1, and if it is built, the future Consolidated Terminal Program (CTP) and miscellaneous nearby support buildings. In addition, the existing CCW Facility has underground storage tanks that contain heating oil. The proposed CUP would replace the old underground tanks with new above ground storage tanks for heating oil, if there were an interruption or planned outages to the natural gas service. The Airport is supplied natural gas by a transportation gas agreement, and it is anticipated that this will continue with new and relocated Airport facilities General Scope Design a New West Central Utility Plant and Electrical Substation to meet current and future needs of the Airport. The design includes work related to Federal, State, and Local guidelines, Authority Having Jurisdiction (AHJ), Federal Aviation Administration (FAA) requirements, and Airport standards. Architectural, Engineering, and Planning services to be performed on the following project: A) Design Service Scope 1) Design Consultant's Services shall include basic services for all disciplines required to complete design of the project and construction administration. Basic services should include, but are not limited to the following: i. Program verification, planning and concept designs including the development of standards for new building connections to the new CUP and Substation systems. ii. All Architectural programming and design services including ADA, code compliance, and sustainability programming including LEED Certification. Sustainability program shall include sustainability charettes and related analysis and recommendations to determine goals and opportunities for the new CUP and Substation as well as a future goals for existing and/or the potential Consolidated Terminal buildings and structures. Sustainability tracking and record keeping to be maintained by others and supported by the Consultant. iii. Interior Design iv. Civil Engineering Design Grading and related utility design (including coordination with Spire for natural gas and Ameren for electricity, or other providers as appropriate) Boundary surveys or other related services to create, modify, add or vacate easements for utility providers Connecting and operational pavement design Storm water management analysis and design Building foundation and site retaining wall design including geotechnical engineering Site security (fencing and gating) and related controls Phased construction including maintenance of traffic, as appropriate All questions shall be directed to Helen Bryant, Board of Public Service, by e-mail at bryanth@stlouis-mo.gov
