Site work for a water / sewer project in Honolulu, Hawaii. Completed plans call for site work for a water / sewer project.

Construct temporary access road, install temporary and permanent underground piping for influent/effluent overflow, pump suction and discharge, washout and drains, install temporary tank level transmitter, construct foundation for temporary tank and install the temporary tank. Partially remove existing 0.43 MG reservoir per plan. Construct new reservoir inside existing 0.43 MG reservoir, install above ground overflow and new tank level transmitter. Repave reservoir site. Disassemble and containerize, temporary tank and deliver to BWS Kapolei baseyard. Demolish and remove temporary tank foundation temporary underground piping, and access road. Restore area to existing grades and reestablish with grass. Cut and Plug existing 811 Reservoir Overflow line to the Wilhelmina Rise 605 Reservoir at both the 811 and 605 sites per plan. Question Deadline 01/14/2024 Vendors having questions regarding the project must submit them in writing to the Contact Person. Questions must be received no later than 10 calendar days prior to the bid closing date.The only official position of the Board of Water Supply is that which is stated in writing and issued in the solicitation as addenda thereto. The scope of work identified in this section is the minimum required experience as it pertains to the contractor questionnaire in the Bid Solicitation. CONSTRUCTION COST: The estimated construction cost is between $2,500,000 to $7,500,000. This item of work shall include the furnishing of all labor, materials, tools, and equipment necessary for construction water disposal and compliance with State of Hawaii Department of Health and City and County of Honolulu regulations for discharges composed of storm water runoff associated with construction activity All prospective bidders shall be contractors holding a current and active A-General Engineering Contractor's license from the State of Hawaii and the burden of proof shall rest with the Bidder. No bid will be received from any unlicensed bidder. All prospective Bidders shall be currently licensed by the State of Hawaii, Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing. "A" general engineering contractors and "B" general building contractors are reminded that due to the Hawaii Supreme Court's January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al, 97 Haw. 450 (2002), they are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license. Although the "A" and "B" contractor may still bid on and act as the "prime" contractor on an "A" or "B" project (See, HRS 444-7 for the definitions of an "A" or "B" project), respectively, the "A" and "B" contractor may only perform work in the areas in which they have the appropriate contractor's license (An "A" or "B" contractor obtains "C" specialty contractor's licenses either on its own or automatically under HAR 16-77-32). The remaining work must be performed by appropriately licensed entities. It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project The notice to proceed shall be issued within ninety (90) calendar days after execution of the contract by the Contracting Officer unless a later date is agreed to by mutual agreement. In the event that the notice to proceed is delayed beyond the ninety (90) calendar days or the time mutually agreed to, the contract amount may be adjusted in accordance with Article 8.1 of the General Terms and Conditions of Construction Contracts of the Board of Water Supply, City and County of Honolulu, or the Contracting Officer may, upon recommendation of the Officer-inCharge, terminate the contract for convenience. Within thirty (30) calendar days (unless otherwise noted) of the Executed Contract, the Contractor shall submit the following Commencement Documents to the BWS for review and acceptance: a. Names of at least three (3) authorized persons to contact in case of emergency during non-working hours, including their cell phone number, home telephone number and addresses; b. List of 3 authorized Key and Supervisory Personnel with accompanying signature specimens for change orders and various documents; c. Name and contact information for the Superintendent (along with meeting requirements stated in SP-21); d. Name and background of Photographer for Pre-Construction site photos along with the procedures to be employed in performing the survey per SP-27 or SP-28; e. Working hours; f. Schedule of values - breakdown of anticipated monthly payments and breakdown of lump sum items showing distribution of payment between the General Contractor and Subcontractor; g. Construction schedule per SP-23 requirements; h. Insurance rate affidavit; i. Submittal register per SP-22 requirements; j. BMP plan per SP-03 requirements, if applicable; k. NPDES permit(s) as per SP-3 requirements and deadlines; l. Building Permit, if applicable; m. Electrical Permit, if applicable; n. Grading permit, if applicable; o. Trenching permit, if applicable; p. ESCP Appendixes (A & B) and other applicable documents (including copy of certified coordinator and certificate from the City and County of Honolulu); and q. Others as may be required and informed accordingly Start of Service Date: 09/20/2024 End of Service Date: 09/09/2026 Contract Duration: 540 Calendar Days Vendors having questions regarding the project must submit them in writing to the Contact Person. Questions must be received no later than 10 calendar days prior to the bid closing date. The only official position of the Board of Water Supply is that which is stated in writing and issued in the solicitation as addenda thereto. Bidders are encouraged to attend the pre-bid conference that will be held at the date, time and location indicated in this Solicitation and prior to the close of bids. Bidders may be required to sign-in at the start and at the conclusion of the conference to ensure full participation. No other pre-bid conference will be scheduled or allowed. b. Bidder is advised to print out a copy of this Solicitation, including project scope of work documents, for its use at the pre-bid conference. No copies of the project scope of work documents will be available at the pre-bid conference. c. Questions, regarding the scope of work or project schedule, may arise at the pre-bid conference, from project site visit(s), or at any time prior to the close of bids. Bidders shall submit questions or clarification requests in writing to the Contact Person listed in the solicitation. Questions and clarification requests must be submitted by the question deadline date indicated in this Solicitation. Clarifications and/or answers to questions will be distributed by amendments to this Solicitation. Each prospective bidder must be familiar with the job site and existing conditions and the amount and kind of work to be performed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
