As of March 12,2024, this project has not yet been awarded. A timeline for award has not yet been established. This is a one-step qualifications-based selection process as authorized by ARS 34-601 through 34-612. An evaluation committee shall select, in order of preference and based on the criteria established, a list of firms deemed to be qualified to provide the services required. The selection of the short list must be based on demonstrated competence and qualifications only. Fees, price, man-hours, or any other cost information may not be considered in the selection of the shortlist. If a short list is selected, interviews of the top selected firms may be conducted and then negotiations may commence for a contract with firm(s) for the required services. The negotiations shall include consideration of compensation and other contract terms and conditions the County determines to be fair and reasonable. In making this determination, the County shall take into account the estimated value, the scope, complexity and nature of the required services. Project Description Coconino County is seeking Statements of Qualifications (SOQs) for Construction Manager at Risk ("CMAR") services for the Stardust Trail Widening & Reconstruction Project (Project) within Coconino County, Arizona. The County intends to secure CMAR pre-construction and construction services for this project for Spring/ Summer of 2024. Substantial completion by June 30, 2024, would be ideal but Contractor may propose alternative schedule within Summer 2024. The Stardust Trail Widening & Reconstruction Project is part of the Coconino County Public Works 10-year Capital Improvement Plan and funded through Proposition 403 (County Road Maintenance Sales Tax). The purpose of the project is to address the aging pavement section and improve shoulders to allow for safer roadway recovery zones and multimodal use along roadway. The project corridor spans approximately 1.5 miles from Yancy Lane to McGee Rd and resides within the Doney Park residential community. The scope of work in the corridor can be described in three sections: South segment (Yancey Ln to Silver Saddle Rd) - pavement crack repair and surface treatment (fog seal) - Approx 0.5 miles. Middle segment (Silver Saddle Rd to Neptune Dr) - pavement reclamation with paved shoulder widening - Approx 0.5 miles. North segment (Neptune Dr to McGee Rd) - mill and overlay with paved shoulder widening - Approx 0.5 miles. The County intends to award one contract to the highest qualified firm after all proposals are evaluated and negotiations completed. The construction project estimate is between 2-3 million dollars. Proposers will have civil construction challenges typical to high elevation regions as found in Coconino County. The elevation and seasonal challenges present in the County include large elevation and climate range differences. The successful firm selected for this project is expected to have significant demonstrated ability and experience in both the type of work required and the construction of projects in colder, low to high elevation altitude climates with a limited construction season. It is also expected that the selected firm be experienced in working in residential areas; access to private properties shall be maintained at all times. The anticipated construction season for the work is from April through June. It is critical that the Respondent provide detailed information regarding its resources (equipment and staffing) to complete the Project on schedule. Any Proposer may withdraw their Proposal at any time prior to the closing time. Details of each proposal, including proposed fees, shall not be announced at the time of opening. Such information shall be made public after all negotiations are completed and an award made. All Proposals may be rejected if the Board determines that rejection is in the public interest. The County reserves the right to waive any informalities in accepting and evaluating Proposals. Question Deadline 01/24/2024. Questions regarding the Scope of Work received less than five (5) business days before the Proposal due date may not be answered. Any interpretation or correction of the proposed documents will be made only by addendum. Coconino County is not responsible for any other explanations or interpretations of the proposed documents. Any clarifications or interpretations of this RFQ that materially affect or change the scope or intent will be issued via addenda and posted electronically. Oral statements or clarifications shall be non-binding and without legal effect. It is the responsibility of all respondents to check electronically periodically for addenda and to obtain this information in a timely manner. Any proposer objecting to the recommendation of award, rejection of a proposal, solicitation procedures of an RFQ, or any portion thereof, must submit a written protest to the Purchasing Office. This protest must be submitted prior to the Board of Supervisors meeting at which the recommendation is on the agenda for award or rejection. The protest must be filed with the Purchasing Office within three business days from notification of the recommendation. A complete description of the protest procedures may be found in the County Purchasing Policy located on electronically. The purpose of this meeting will be to clarify the contents of this RFQ and provide an opportunity for questions regarding the RFQ or the project. The County reserves the right to reject any proposal that takes exceptions or proposes alternate language unacceptable to the County. Proposals shall be submitted via Coconino County online purchasing platform, Ion Wave Technologies, to https://coconino.ionwave.net on or before the day and hour set for the opening of Proposals in the published notice.
