Site work and paving for a civil project in Mount Carroll, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The contracted work is to execute the construction of water system improvements for the Village of Mount Carroll. The Work is as follows: 1. Replacement of existing water main distribution system with PVC water mains and connections to existing water main system, which includes: a. Water main construction of approximately 2,700 lineal feet of 8- inch PVC water main on Mill Street - Extending from W Benton Street to W Market Street. b. Water main construction of approximately 200 lineal feet of 6-inch diameter PVC water main on W Benton Street - Extending from new water main on Mill Street to the existing 4-inch" water main on W Benton Street. c. Construction of water service connections. 2. Roadway restoration comprising of hot mix asphalt, concrete curb and gutter, driveways, and miscellaneous restoration as required to facilitate the water main replacement. 3. Abandonment of Existing Water Distribution System; 4. Appurtenant work associated with the aforementioned; in accordance with applicable federal, state and local codes, as indicated on the contract drawings and as specified herein. Phase 3 Water Main Replacements - Mill Street The work for which bids are asked includes the following: Installation of approximately 2,750 feet of 8-inch diameter PVC water main and services along Mill Street. The project also includes HMA overlay on Mill Street, driveways, roadway patching, and miscellaneous restoration. The anticipated substantial completion date is 08/30/2024 and final completion date is 11/20/2024. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 90 days after the actual date of the opening thereof. Any contract or contracts awarded under this advertisement for bids are expected to be funded by loan from the Illinois Environmental Protection Agency. Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, the Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises (DBEs). The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. Minimum salaries and fringe benefits paid on the Contract shall be in accordance with the prevailing wage rate scale established by the United States Department of Labor and the Illinois Department of Labor, such wage rate determinations are included in the Contract Documents. The minimum wages to be paid on the project shall be the higher of the wage scale established by either the Federal or State wage rates. Attention is called to the fact that the Contractor must ensure employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. A conditional or qualified BID will not be accepted. Award will be made to the low, responsive, responsible BIDDER. OWNER reserves the right to waive any informalities or to reject any or all bids. Published by the authority of the City Of Mount Carroll. All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered.
