City of Lakewood (City) is requesting statements of qualifications from firms qualified and interested in providing habitat assessment, public outreach and engagement, survey and civil design services to assist the City with the continuation of an alternative solution to predicted flooding in the Clover Creek floodplain within City of Lakewood limits. The City of Lakewood has evaluated the FEMA floodplain mapping surrounding Clover Creek within the City limits and determined the extends and depths of inundation are likely much greater than currently shown on the FEMA maps. The City has conducted an engineering alternatives analysis and determined a viable option for a hardened engineering solution exists and desires to conduct further habitat, geotechnical, public outreach, and preliminary design services to confirm the alternative is viable. The method of Contractor Selection has not been Determined at this time. This project begins where Clover Creek enters the City limits and extends downstream to Steilacoom Lake. The work will include a habitat assessment for some, if not all, of the creek; a geotechnical assessment of the viability of a setback levee between JBLM boundaries and Bridgeport Way to include an assessment of the potential for short circuiting of floodwaters under any levee constructed; a habitat assessment of the creek to determine the viability of instream improvements to aid in reducing the flooding and/or mitigation options for construction of a levee; and establishment of a preferred location for a levee and any improvements needed creekside downstream of Bridgeport Way SW. The City requests that statements of qualifications include the ability to provide all of the above services. The City reserves the right to negotiate a reduced scope of services with the successful consultant and obtain other consultants for specific project elements.
