The Housing Authority of the City of Alameda (AHA) is requesting proposals from Housing Choice Voucher Program consultants. It is the intention of AHA to enter into an agreement with a qualified consultant or firm to provide as needed services for a wide range of public housing agency services. Questions in regard to the RFP must be submitted in writing to Radha Mehta, at rmehta@alamedahsg.org by Tuesday, January 9, 2024 at 4:00PM. Responses to questions submitted will be posted here within three business days. AHA anticipates that the proposed term for the proposed service will be for a period of three (3) years with the option, at the AHAs discretion, of two (2) additional one-year option periods, for a maximum total of five (5) years. HUD mandates that an individual service contract may not exceed a five (5) year term with a Public Housing Authority. (Exception: Audit services cannot exceed three (3) year terms.) AHA may elect to initially contract for a shorter period of time, with or without extensions, not to exceed five (5) years total. All Proposers are asked to describe the tasks required to successfully carry out the Scope of Services outlined in Exhibit D attached hereto. However, Proposers may include additional services that the Proposer is capable of providing and which, in the Proposers opinion, would enhance the implementation of the proposed Scope of Services. Proposers must provide pricing for any additional services presented in the proposal. Pricing for all five (5) years must be included in the proposal, including any increases, broken down by year. The AHA reserves the right to reject any or all proposals, to waive any informality in the RFP process, or to terminate the RFP process at any time, in its sole and absolute discretion, if deemed by the AHA to be in its best interests. The method of Contractor Selection has not been Determined at this time.
