The City of Palo Alto is seeking proposals from qualified firms to provide on-call maintenance Services to ensure regulatory compliance of the closed Palo Alto Landfill. The required services and performance conditions are described in the Scope of Work (or Services). The City has budgeted a maximum of $85,000 annually for these services. The City of Palo Alto is seeking an experienced Contractor to provide on-call maintenance services to ensure regulatory compliance of the closed Palo Alto Landfill. Work could include providing operators, laborers and equipment to repair any problems with the environmental control systems (gas and leachate extraction systems), providing suitable clean soils to repair subsidence, and providing on-call construction services including earthwork and grading, raising gas and leachate wells, repairing drainage features and other maintenance services as directed by City staff. The Palo Alto Landfill (Landfill) was filled to capacity with waste and closed in July 2011. The final portion of the Landfill was subsequently capped with a thickened soil cap completed in October 2015. The City is required by regulation to maintain the cap integrity and repair any subsidence to prevent rainwater from ponding and seeping into the buried waste. In addition, the environmental control systems (gas and leachate vertical wells) will need to be raised to allow better access for connections and near surface repairs. The maintenance services needed are detailed in the tasks outlined below. These tasks will be performed and compensated on a time and materials basis, including unit price, with the total not to exceed $85,000 per year. Timing and scope of tasks will be determined and directed by City staff. Question Submission Deadline:January 16, 2024, 1:00 pm Question Response Deadline:January 19, 2024, 5:00 pm Finalists Identified (Tentative):February 1, 2024 Consultant Interviews (if needed):February 6, 2024 Consultant Selection and Contract Preparation (Tentative):February 9, 2024 Work Commences (Tentative):February 26, 2024 Responses from the City will be communicated through the Citys electronic procurement system to all recipients of this RFP via Proposal addendum. Inquiries received after the date and time stated will not be accepted. All addenda shall become a part of this RFP and shall be acknowledged on the Proposers submittal. The City shall not be responsible for nor be bound by any oral instruction This RFP does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. The City reserves the right to: Make the selection based on its sole discretion; Reject any and all proposals; Issue subsequent Requests for Proposals; Postpone opening for its own convenience; Remedy technical errors in the Request for Proposals process; Approve or disapprove the use of particular subconsultants; Negotiate with any, all or none of the Proposers; Accept other than the lowest offer; Waive informalities and irregularities in the Proposals and/or Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the City. An agreement shall not be binding on the City unless and until it is executed by authorized representatives of the City and of the Proposer.
