Bid bonds, performance bonds, and labor and material bonds will be required as specified below. Guaranty or surety may be in the form of certified check. Bonds must meet the following requirements: Corporation - must be signed by an official of the corporation above their official title and the corporate seal must be affixed over the signature; Firm or Partnership - must be signed by all of the partners and indicate they are "doing business as"; Individual - must be signed by the owner and indicated as "Owner". The surety company executing the bond or countersigning must be licensed in Connecticut and an official of the surety company must sign the bond with the corporate seal affixed over the signature. Power of attorney for the official signing the bond for the surety company must be submitted with the bond. Bid Bond - Ten percent (10%) due at time of bid for all contract services and public works/construction projects that exceed twenty thousand dollars ($20,000.00) Performance Bond - One hundred percent (100%) of contract price for projects that exceed fifty thousand dollars ($50,000.00). Labor and Material Payment Bonds - One hundred percent (100%) of contract price for projects that exceed fifty thousand dollars ($50,000.00). The City of New London and the New London Port Authority are soliciting proposals from qualified firms specializing in dock and pier replacement, repairs and maintenance. The final award will not be based solely on price, but a combination of cost, qualifications and the determination by the Port Authority of the successful respondent. The Port Authority reserves the right to award the contract separately if deemed in the Port Authority's best interest. Potential contractors may respond to both repair groups or to only one group. If the potential contractor is only submitting a bid for one repair group, the contract must specify Repairs Required: 1. Remove approximately 70-75 linear foot run (North - South) of old piles with whalers that were left underneath the newly constructed pier. These piers are detaching from underneath the pier. Originally, this was a 13- pile run, but it is unknown how many are intact below the waterline. The new pier was constructed over the old structure. These piles were abandoned and need to be removed. These piles are no longer structural. 2. This section needs to be cut from 4 inches below the mud line up for removal (it is partially broken and is considered unstable) 3. Free the section, remove it from site and dispose of it in accordance with all local waste management procedures. Repair Group 2 - Amistad Pier Repairs Required: 1. Nine (9) greenheart pilings require stainless steel bandings; specification of the banding: 1" SS Banding with Krimp Clamps 2. Thirty-eight (38) pilings, including the newly banded nine (9) need to be capped with white plastic pointed pile caps 3. Two nuts need to be added to the whaler bolts near piles 6 and 7 on the south side of the pier 4. On the north side of the pier, a broken whaler bolt must be removed, whaler reset into place and re-bolted with same or equivalent hardware. 5. See attachment A for additional information.
