Renovation of a water / sewer project in Burlington, Vermont. Completed plans call for the renovation of a water / sewer project.
The City of Burlington (City) is seeking proposals from qualified firms to provide construction services to assess and perform repairs and maintenance to modernize the elevator at the Water Treatment Plant (WTP), located at 235 Penny Lane. Qualified firms will possess technical expertise, management and staffing capabilities, references, and related prior experience to complete the projects described in this Request for Proposal (RFP). Responding firms will also be required to demonstrate professional services which include, but are not limited to; elevator installation and modernization, including testing and adjusting. Specifically, the City is seeking potential partners with the capacity, knowledge, experience and ability to successfully assess and construct elevator modernization repairs and improvements. The building will be occupied throughout the construction. The Department of Public Works Water Resources Division (DPW-WRD) is looking in general for the following tasks to be included in the proposal's scope of work: 1) All modernization of elevator to be performed within specifications outlined in Exhibit A (Scope of Work for Elevator Modernization). 2) Any required support trades including, but not limited to; electrical, heating, ventilation and air conditioning (HVAC), communication wiring and fire protection upgrades shall be included in the proposal. The Contractor shall be responsible for contracting, scheduling and coordinating the work of these additional trades. 3) Perform work in accordance with applicable rules, regulations, codes, and ordinances of local, state, and federal authorities, and in accordance with the requirements of public utility corporations having jurisdiction over the work. Prepare final project documents, stamped by a professional engineer registered in the State of Vermont, for the WTP elevator modernization. 4) The Owner understands that the elevator car does not meet current local and federal accessibility requirements. There is no proposed change to the size of the car or shaft. 5) Identify and complete all necessary project permitting. DPW-WRD will pay all applicable permit fees. 6) Procurement of all necessary materials and construction of WTP elevator modernization including, but not limited to; mobilization, demobilization, demolition, insurance, overhead, profit, storage, delivery, installation, documentation, record keeping, invoicing and management. 7) Coordinate work with DPW-WRD to minimize discomfort and displacement of employees in the building, and to create best efficiencies possible. 8) Work is to be performed during March - May of 2024. The building will be occupied at all times during this contract. 9) Evaluate the existing condition of materials to determine whether more than removal and replacement is required. Normal project work hours are Monday - Friday, 7AM-3PM, non-holidays. The selected contractor shall coordinate with DPW-WRD staff for the scheduling of particularly loud / disruptive work tasks and proposed periods when the elevator will be out of service at a minimum of five (5) business days prior to such tasks. Contractor may be required to perform particularly loud / disruptive work tasks during non-normal project hours or on weekends. The Water Treatment Plant is staffed 24 hours a day, 7 days a week. It is the responsibility of the participating firm to ensure that the point of contact has received a complete proposal by the required deadline. Proposals should be a maximum of ten (10) pages. Only e-mail communications will be accepted. Answers will be posted electronically. During the evaluation process, the City reserves the right, where it may serve the City's best interest, to request additional information or clarifications. The City reserves the exclusive right to select or reject a firm that it deems to be in its best interest to do so. The City will award the project to the most advantageous proposal from a responsible and responsive offeror. No minimum amount of work is implied or guaranteed under this request for proposals. All proposals shall be in full compliance with all applicable requirements of Federal, State and local laws. The City reserves the right to further negotiate the price proposal. No proposal will be considered accepted until all necessary City authorizations, including those required by Board of Finance and City Council if necessary, have been received and an agreement is executed by both parties. The City reserves the right to reject any or all proposals, to negotiate with one or more parties, or to award the contract to the proposal the City deems will meet its best interests, even if that 7 of 8 proposal is not the lowest bid. The City reserves the right to re-advertise for additional proposals and to extend the deadline for submission of the proposals. This Request for Proposals in no way obligates the City to award a contract. Proposals shall include pricing to include payment/performance bonds for the project as an Add Alternate (#1) to the base project amount for DPW-WRD consideration.
