Site work and new construction of a mixed-use development in Burlington, Vermont. Conceptual plans call for the construction of a 256,600-square-foot educational facility; and for site work for a educational facility.

The Burlington School District ("BSD" or "Owner") hereby requests proposals for a Furniture, Fixtures and Equipment ("FF&E") consultant to manage the FF&E planning and procurement process for the new high school and technical center currently being constructed on the site of the former high school/tech center campus at 52 Institute Road, Burlington, Vermont. The Burlington High School and Technical Center ("BHS/BTC") project involves abatement and demolition of the existing structures on the property and construction of a new 256,600 square foot high school/tech center building. The Owner will be seeking LEED certification for the project. Program highlights include: o Two-level Student Commons for dining, gathering, collaboration. o Three Small Learning Communities for BHS each with a variety of classroom sizes, science labs, extended learning areas, teacher planning, and student support spaces. o Significant Student Support resources including Counseling & Special Needs. o Five Tech Center Program spaces with dedicated BTC entrance. o Large Group Multi-Purpose Presentation space. o 750 seat Auditorium with robust lighting, rigging, & sound systems. o 12,000 sf Gym plus 5,500 sf Community Gym with dedicated after-hours entrance. o Strong connection to the outdoors including two (2) outdoor learning areas, a secure courtyard, and enhanced connections to the Arms Forest. Abatement and demolition of the existing structures started in February 2023 and is approximately 65% - 70% complete. Site preparation and ledge blasting for ground improvements and foundations for the new building started in June 2023. The following link provides access to architectural drawings of the new building including elevations and floor plans which show proposed furniture/equipment layouts. Also included is a PRELIMINARY spreadsheet listing project related FF&E and responsibility for furnishing and installing. December 29, 2023 Deadline for Consultant questions (4:00 pm)** January 5, 2023 Answers released The FF&E consultant will be responsible for identifying all project related FF&E to be provided by owner (including new to be purchased and existing to be reused) and manage the process of procuring the FF&E and installing "owner installed" FF&E. The consultant will need to coordinate with the project's construction manager (CM) to understand FF&E to be purchased and installed by the CM as well as FF&E to be owner furnished and CM installed. Further coordination with the design team and BSD/BHS leadership will be necessary to understand the FF&E to be furnished by owner. This scope of work is not intended to include FF&E that is purchased through annual operational budgets such as IT systems and classroom/office supplies. The FF&E Management and Procurement Consultant shall be responsible for the following work tasks: 1. Prepare a comprehensive list of project-related FF&E for every room and space in the new BHS / BTC building. See attached PRELIMINARY list of project related FF&E and responsibility for furnishing and installing. 2. Determine for every FF&E item whether it is existing to be reused or new to be purchased. If new, determine who is responsible for procuring the item (e.g., BSD, CM or other). Determine whether the item is to be contractor furnished contractor installed (CFCI), owner furnished contractor installed (OFCI) or owner furnished owner installed (OFOI). CFCI FF&E, including audio visual and security, theater, and kitchen equipment, has already been defined and bid by the CM. 3. Coordinate with BSD and BHS leadership staff to identify existing FF&E to be reused in the new BHS/BTC building and identify where it is currently located (e.g., storage, Downtown BHS, etc.). 4. Coordinate with CM to determine when OFCI items (both existing and new) need to be delivered to the site for contractor to install. Manage process for delivery of OFCI items to the site when needed. 5. Manage bidding and procurement process for FF&E items to be purchased by owner. 6. Manage process for installation of OFOI items including coordination with BSD staff, vendors, and/or hiring independent installation contractors. Coordinate timing of owner installation with CM. 7. Prepare a budget for all expenses related to owner furnished items including purchasing, movement, storage, installation of OI items, and labor. 8. Attend Owner and Construction Manager (OAC) meetings as needed. Owner will evaluate each proposal submitted based on responsiveness to the project's needs. Owner will consider the estimated value, the project scope and complexity, as well as the professional nature of the services to be rendered. Owner will recommend the award of contract to the bidder who is responsive to all administrative and technical requirements of the RFP, who has demonstrated competence and qualifications of the type of services required, and who receives the highest rating based upon the competence and professional qualifications to perform the services required. Evaluation criteria shall also include: 1. Competence to perform the services as reflected by general experience, experience in providing the required services, and the qualifications and competence of persons who would be assigned to perform the services. 2. Past performance as reflected by the evaluation of others who have retained the services of the bidder with respect to factors such as control of costs, quality of work, and an ability to meet deadlines. 3. Experience, qualifications, and ability related to FF&E management and procurement services, particularly for larger institutional projects. 4. Ability to interpret and propose deliverables from this RFP. 5. Level and length of experience. 6. Partnership approach with effective facilitation. 7. Completeness of proposal and responsiveness to the requirements contained in this RFP. 8. Fee Proposal Owner reserves the right to select an FF&E Consultant at any time after the RFP response date, without requesting further concessions from, or giving notice to, other proposers/bidders. Therefore, it is important that all proposers/bidders keep their current best proposal, in terms of price and terms, presented to Owner at all times during this process. The method of Contractor Selection has not been Determined at this time.
