Renovation of a water / sewer project in Burlington, Vermont. Working plans call for the renovation of a water / sewer project.
**As of April 1, 2024 , this project has been cancelled due to no proposals received and no definite date for the rebid.** The City of Burlington ("City") is seeking proposals from qualified firms for "design-build" services relating to the proposed Main Wastewater Treatment Plant (WWTP) Administration Building Heating, Ventilation and Air Conditioning (HVAC) System Component Upgrade. Design-build is a project delivery system used to deliver a project in which the design and construction services are contracted by a single entity. Qualified firms will possess technical expertise, management and staffing capabilities, references, and related prior experience to complete the projects described in this Request for Proposal ("RFP"). Responding firms will also be required to demonstrate professional services which include, but are not limited to; design and construction of similar HVAC upgrades including electrical, mechanical coordination and equipment testing and start-up. The City is seeking proposals from qualified firms to provide and perform the following services: 1. Scoping. Coordinate with DPW-WRD to finalize the scope of the Main WWTP Administration Building HVAC System Component Upgrade project. The selected firm shall identify HVAC system component sizing criteria to provide for safe, reliable and efficient service. Coordinate with DPW-WRD to evaluate and identify HVAC system component layout to provide for secure equipment configuration and allow for necessary maintenance access. Contractor shall consider a fossil fuel HVAC system component alternative and prepare a cost estimate, including the City's new carbon fee of $150 per ton of greenhouse gas emissions that the system is expected to emit over its lifetime, for comparison to the cost of a fully electric HVAC system component alternative. In addition, Contractor shall consider the advantages/disadvantages and cost impacts of upgrading the HVAC system for the entire Administrative Building at one time compared to the proposed approach of upgrading individual HVAC system components for specific areas within the building over time. Contractor shall prepare and submit a technical memorandum that presents the finding of these alternative considerations for DPW-WRD review. 2. Design. Complete final design of the City selected HVAC system component upgrade. Prepare interim design submittals to allow DPW-WRD to review and provide input. Prepare final project documents, stamped by a professional engineer registered in the State of Vermont, to allow for the construction of the HVAC system upgrade project. 3. Permitting. Identify and complete all necessary project permitting. DPW-WR will pay all applicable permit fees. 4. Procurement and Construction. Procurement of all necessary materials and construction of the Main WWTP Administration Building HVAC System Component Upgrade including, but not limited to; mobilization, demobilization, demolition, insurance, overhead, profit, storage, delivery, taxes, installation, documentation, record keeping, invoicing and management. Also included is the removal and proper disposal of the existing direct expansion unit ventilators (three (3) units total). 5. Testing. Provide all necessary testing services to ensure that the project operates as intended. Testing shall include, but not be limited to; new primary HVAC system components, backup HVAC system components, etc. Contractor shall repair/replace any project system components that are observed not be operating as intended during testing. Once the system is verified to be functioning correctly, Contractor shall provide operation and routine maintenance training at a time that works for DPW-WRD staff. Contractor shall provide an Operation and Maintenance manual for the new HVAC system components. 6. Warranty. Provide comprehensive one (1) year warranty on all project work from date of Project Substantial Completion. Provide additional one (1) year warranty on any and all repair work provided during the original one (1) year project warranty period. In addition, provide one (1) year preventative maintenance and periodic inspections on all equipment. Documentation of warranty shall be provided by the Contractor in hardcopy on company letterhead to the City at the time of Project Substantial Completion. Normal project work hours are Monday - Friday, 7AM-3PM, non-holidays. The selected contractor shall coordinate with DPW-WRD staff for the scheduling of any particularly loud / disruptive work tasks at a minimum of five (5) business days prior to such tasks. DPW-WRD will try to temporarily relocate staff during these work task. Contractor may be required to perform particularly loud / disruptive work tasks during non-normal project hours or on weekends. The subject line of the e-mail should state: "Main WWTP Administration Building HVAC System Component Upgrade Proposal". It is the responsibility of the participating firm to ensure that the point of contact has received a complete proposal by the required deadline. Proposals should be a maximum of ten (10) pages. c. Questions.
