The Burlington Department of Public Works (DPW) is responsible for maintaining over 95 miles of sewer/combined mains and 53 miles of storm water mains within the City's collection system. In an effort to assist with maintenance-related activities as well as data collection, DPW will contract from time to time with outside firms to provide these services. The services required generally consist of obtaining data to determine condition for mains, catch basins and manholes, as well assisting with maintenance activities including main cleaning (jetting and root removal) and locating assets using pipe detection and smoke testing methods. The Burlington Department of Public Works - Water Resources Division (WRD) is seeking firms to submit their qualifications to provide annual closed-circuit television (CCTV) inspection and maintenance-related services through 2025, paid on a unit price basis ($ per lineal foot) or minimum hourly rate, for individual projects up to $10,000 with a cumulative maximum limiting amount of $100,000 per selected firm. Each of the selected contractors will be expected to enter into a Master Agreement which will be valid for a three (3) year period. Work will only be authorized through Work Assignment Agreements. Executed Work Assignment Agreements will be paid on a time and materials basis. Work assignment agreements will include a not to exceed value for the individual projects, up to $10,000, agreed to by both parties and based on the scope of the work and information available. Unexpected or unforeseen conditions may warrant additional work beyond the original scope and will be evaluated on a case by case basis. Any changes to the work assignment agreement will be issued in writing. Generally, the cleaning and CCTV inspection work will be performed on the City's gravity collection systems, including sewer and combined-sewer. Some work may also include the storm water gravity collection system. Primary work products to include sewer main jetting, CCTV inspections on collection system gravity mains (6"-24" diameter up to 500 foot length) up to 50,000 lineal feet annually, and sewer pipe and lateral locating services. Locations to be determined each year by the City. Based on the contractors availability of services, additional work to include root removal, smoke and dye testing, and Pipe Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP) scoring. The City will develop a cleaning and inspection Work Plan each year to provide to the selected contractor(s) prior to work. Work will typically be on a scheduled basis, generally during normal working hours but could also include after-hours work or as-needed work when During the evaluation process, the City reserves the right, where it may serve the City's best interest, to request additional information or clarifications. The City reserves the exclusive right to select or reject a firm that it deems to be in its best interest to do so. The City will award the project to the most advantageous proposals from responsible and responsive offerors. All proposals shall be in full compliance with all applicable requirements of Federal, State and local laws. The City reserves the right to further negotiate the price proposal. OWNERSHIP OF DOCUMENTS Any materials submitted to the City in response to this Request for Qualifications shall become the property of the City unless another arrangement is made by written agreement between the City and the responding party.
