Purpose: The City of Burlington (hereinafter referred to as the City) is soliciting a qualified professional firm to conduct an Operational Efficiency Study on the performance of many of the Citys major non-public safety functions. The Burlington Police Department's staffing was reviewed in 2021 and the Fire Department's staffing is being reviewed currently under separate contract. The specific areas to be reviewed under this scope of work are seven General Fund City departments that comprise a large share of the general fund budget besides public safety, and have the largest potential for overlap. Specifically: Burlington City Arts (BCA); Business and Workforce Development (BWD); Burlington Parks, Recreation and Waterfront (BPRW); Clerk Treasurer (CT); Community Economic and Development Office (CEDO); Department of Public Works (DPW); and Permitting & Inspections (P&I). The objective is to conduct a diagnostic analysis to identify the optimal operating efficiency of each department by determining the appropriate staffing levels while identifying cost saving measures to eliminate redundancies, waste, inefficient or unnecessary operations. The qualified firm shall identify and coordinate with the City to implement specific strategies to improve efficiency of these municipal government operations, and thereby improving the value of government services delivered to the community. The approach of this study should be based on best practices in both municipal government and private industries, where applicable, and comparable practices with cities of equal or greater size based on population, number of full-time equivalents, and services levels. Upon successful award of the RFP, the firm shall work with City staff to define the full scope of services and analytical analysis for each department in order to achieve the desired results of determining the maximum level of operational efficiency and cost cutting measures for completing the project. The firm will be expected to present their findings in a concise report and present their findings and recommendations to the City upon completion of the project. The selected firm will identify and clearly report areas where efficiencies could be gained within each department and establish a strategic plan to gain efficiencies and identify milestones to achieving such plan. Interested and qualified firms should submit their proposals identifying their individual approach in achieving the desired goals and objectives of this RFP. Within the proposal, each firm should clearly identify their unique approach of how they will identify, analyze, and report on their findings. The City seeks applicants to review the information within this document, the City's most recent financial reports and budget documents, and the City's website, to gain a better understanding of the fundamental functions of the City. Questions and clarifications of City operations will be available to all applicants until the cutoff period. 2 Upon submitting your proposal, please provide three references of similar work assignments and provide two to three copies of your best example of operational efficiency studies that you have performed within the past five year Each Respondent must submit a complete Proposal including all information requested in this RFP. Proposals that do not meet RFP requirements may be considered non-compliant and may be rejected. Questions regarding this RFP must be received in writing to Sarah Montgomery via email at smontgomery@burlingtonvt.gov no later than 4:00 pm ET on, Tuesday, October 17, 2023. Responses to questions will be on the City's website as an addendum to the RFP. The Method of Contractor Selection has not been determined at this Time.
