Invitation to bid sewer replacement located at 3518 11th Street, Rock Island. The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 3518 11th Street. This City of Rock Island property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. All questions shall be directed to the Construction Officer at 309-732-2906 The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Contractors bidding on this work must carry a current State of Illinois Plumbing license. The sewer main has been located in the back of the lot. It has been unearthed close to where the lateral line connects. Cut the clay line apart from the main leaving the main undisturbed. Abandon the existing lateral and used approved method to cap off the stub, then cover over the cap in concrete. This must be inspected by the City's Plumbing inspector before covering. Install a new 4" line from the main to inside the basement. Leaving the existing garage slab intact. Using approved methods to cut in new fitting on the main which will need to be concreted after connected. These will need inspected before covering. Inside the basement the 2" line existing under the slab need to be abandon due to complete failure. Plumber will need to cut the floor open around the 4" stack and replace the 2" y and everything back to the kitchen sink. This line picks up a floor drain, as well as a stand pipe for the laundry. Replace with PVC adding appropriate cleanouts and the proper fall back to the 4". During installation of drain lines in the floor do not tamper with the newer waterproofing system. All IPC and State codes apply in this project. Plumbing Permit needed before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Bid must clearly address all requirements .Contractors who have submitted bids may attend but are not required to do so. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the Citys adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening.
