The Board of County Commissioners, Martin County, Florida, will receive sealed bids for: HARBOR ESTATES / GAINES AVENUE AREA WATER MAIN EXTENSION Martin County is seeking bids from licensed Contractors for the extension of water mains throughout Martin County owned rights-of-way for streets within the Harbor Estates/Gaines Avenue area for potable water service and fire protection. Project also includes water and force main construction in the Cape Live Oak subdivision, as well as water and force main construction within the Stratford on the Waters subdivision. This project is funded by a State of Florida Department of Environmental Protection (FDEP) Drinking Water State Revolving Fund Construction Loan Agreement (DW430240). Therefore, the successful Contractor shall comply with all federal, state and local regulations, including, but not limited to, nondiscrimination, wages, social security, workers compensation, licenses, and registration requirements. Martin County is an equal opportunity/affirmative action employer. Extension of water mains throughout Martin County owned rights-of-way for streets within the Harbor Estates/Gaines Avenue area for potable water service and fire protection. Project also includes water and force main construction in the Cape Live Oak subdivision, as well as water and force main construction within the Stratford on the Waters subdivision. CONTRACT Substantial completion shall be within 150 calendar days (from issuance of Notice to Proceed). Liquidated damages shall be $250.00 per day. The cost estimate for this project is $1,447,000.00. Bidder shall be advised that the County is receiving SRF funding from the Florida Department of Environmental Protection (FDEP) and is subject to the requirements of this funding. These requirements are detailed in the Florida Department of Environmental Protection State Revolving Fund Program Supplementary Conditions and are included as part of the Contract Documents. These requirements include, but are not limited to, Davis-Bacon wage rates and American Iron and Steel (AIS) requirements. The intent of the Florida Department of Environmental Protection (FDEP) Supplementary Conditions is to complement and supplement other provisions of the Bidding Documents. However, if there is any conflict between the FDEP Supplementary Conditions and other provisions of the Bidding Documents, the FDEP Supplementary Conditions shall take precedence over the other provisions except when the other provisions are similar to, but more stringent than, the FDEP Supplementary Conditions. When other provisions of the Bidding Documents are similar to, but more stringent than, the FDEP Supplementary Conditions, the more stringent provisions shall apply. The Contractor and its subcontractors shall take all necessary affirmative steps to assure that minority businesses, women's business enterprises, and labor surplus area firms are used when possible. Bidders shall provide proof that they satisfactorily carried out the following affirmative steps: 1. Included qualified minority and women's businesses on solicitation lists. 2. Solicited minority and women's businesses whenever they are potential sources. 3. Divided total requirements, when economically feasible, into small tasks or quantities to permit maximum participation by minority and women's businesses. 4. Where feasible, established delivery schedules which will encourage participation by minority and women's businesses. 5. Used the services and assistance of the U.S. Department of Commerce's Minority Business Development Agency (MBDA) and the U.S. Small Business Administration to identify MBEs/WBEs.
