Renovation of a detention facility in Chesterfield, Virginia. Working plans call for the renovation of a detention facility.
Bid canceled. Re-bid pending. The purpose of this Invitation for Bids (IFB) is to solicit bids for all labor, equipment, permits, fees, and materials required to replace the Heating, Ventilation, and Air Conditioning (HVAC) systems at Chesterfield County Jail, located at 6900 Mimms Dr, Chesterfield, VA 23832. The replacement of the Heating, Ventilation and Air Conditioning systems under the Base Bid shall include but is not limited to the following: 1. Field investigation to verify existing conditions. 2. Installation of new chilled water system and conversion of existing condenser water system to hot water. 3. Installation of temporary chillers to provide chilled water until the permanent chillers are on site. 4. Replacement of all water source heat pumps with 4-pipe air handling units and Fan Coil Units. 5. Rebalance the entire building, including supply, return, exhaust, and outside air. 6.Coordinate with Siemens Controls, the existing BAS Contractor, and the BAS Contractor installing the new Tridium (or equal) system to control all equipment throughout all phases of construction and through installation of new controls system. 7. Installation of new electrical service and generator to serve the chillers. 8. Site improvements in accordance with the drawings provided by VHB. 9. Structural reinforcement in accordance with the drawings provided by Dunbar. 10. Architectural ceiling removal and replacement in accordance with the drawings provided by HBA. Each bidder is solely responsible for obtaining all addenda by sending an e-mail to rcarter@mjtengineers.com, or by calling (804) 373-5054. Bidders shall acknowledge receipt of all addenda in the space provided on the Bid Form or by returning a copy of each signed addendum. Failure to do so may result in rejection of the bid. All addenda issued shall become part of the IFB and any resulting contract documents. Questions which may arise as a result of this solicitation may be addressed to Tyler V. Tingler,Senior Contract Officer, at (804) 717-6311, or by email to procurement@chesterfield.gov. Inquiries must be received no later than February 14, 2025 at 4:00 p.m. in order to be considered. Contact initiated by a bidder concerning this solicitation with any other County representative, not expressly authorized elsewhere in this document, is prohibited. Any such unauthorized contact may result in disqualification of the bidder from this transaction. All prices shall be F.O.B. Destination: 6900 Mimms Drive, Chesterfield, VA 23832. the scope of this project is the replacement of the existing water source heat pump and condenser water based hvac system with a 4-pipe hot water and chilled water system. all existing condenser water piping shall be insulated. provide pipe inserts at existing hanger locations. in areas that will not be receiving new ceiling tiles but contains existing condenser water piping, the ceiling tiles shall be removed and reused when the insulation is installed. air cooled chillers shall be added and the cooling tower shall be removed. terminal equipment shall be replaced and the system shall be rebalanced. ventilation rates will be updated to current code. eru-1 which provides dedicated ventilation for the water source heat pumps shall be replaced. acu-1, acu-2, acu-3, acu-4, and acu-5 which serve the cell blocks shall be replaced. electrical scope includes provisions for the new mechanical equipment, the addition of an electrical service and generator for the chiller, and replacement in kind of the existing building generator. plumbing domestic water booster pumps, boilers, and hot water storage are being replaced in kind. architectural scope includes removal and replacement of ceilings as needed to facilitate other trades and the replacement of the ceiling in the kitchen. structural scope includes support for mechanical equipment and a piping support structure that shall allow chilled water to pass over the drive aisle outside the mechanical room. construction shall be phased to allow for continuous operation of the facility.
