Demolition, site work and asbestos abatement for a residential development in Freeport, Illinois. Completed plans call for the demolition of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.

The City of Freeport requests bids from qualified companies to provide all labor, materials, equipment, and supplies necessary for the demolition of identified properties and remove all structures, accessory buildings, fences, driveways and scrub trees within property lines. For the demolition and asbestos abatement services of the following residential properties:909 South Oak Avenue Contact Information: Building Inspector, Ben Fritz 815-656-0931 Water & Sewer Department, Carrie Neels 815-396-3570 Prevailing wage applies Certified payrolls required Bid Security Bond of 5% of Base Bid required Demolition Permit Applications must be submitted to the Community and Economic Development Department within 7 days of notice of award Demolition, asbestos abatement, and site restoration to be completed within 14 days of contract being awarded unless deadline extended by Community and Economic Development Director Bidders MUST be registered as contractors with the City of Freeport prior to bid opening When required on the cover sheet, a bid bond for not less than 5 percent of the bid amount must accompany all bids as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract. A bank cashiers check, bank draft, or certified check equal to the amount specified is acceptable in lieu of a bid bond. Bid bonds of the two lowest firms will be retained until the contract is awarded. When required by the specifications herein, the awarded vendor shall furnish a performance bond equal to the amount of the contract, acceptable to the City, within 14 calendar days after notification of contract award. Failure to furnish the required bond within the time specified may be cause for rejection of the bid and any bid deposit may be retained by the City as liquidated damages and not as a penalty. All demolition inspections will be conducted within two (2) working days of the inspection request. It is the responsibility of the permit holder to call for all required inspections at the appropriate time. Please contact the Community Development Department at (815) 235-8202 to request an inspection. 1. Public Right-of-Way Inspection. There shall be an inspection of all fencing and canopies that provide protection for pedestrians and the public right-of-way prior to the commencement of any demolition work. Protection shall be in substantial compliance with the International Building Code. 2. Basement/Open Hole Inspection. This inspection shall be conducted on all demolition sites when all building materials have been removed from the foundation hole and the entire wrecking site. Filling or removal of the slab shall not begin until this inspection is approved. The building sewer shall be capped or plugged within five (5) feet of the property line with concrete or other approved material and inspected during the basement inspection before being backfilled. On properties with septic tanks and/or cisterns, the tank shall be pumped and left open for inspections. After inspection, the tank must be either crushed or filled with sand before backfilling. All wells shall be effectively capped. 3. Final Inspection. This inspection will be conducted after the foundation hole has been completely filled and the entire site has been graded and left clean. The top one (1) foot of fill shall be clean earth unless paving is to be done within one (1) year. 4. Periodic Inspections. These inspections will be made to ensure that safe demolition practices are being followed and that any public right-of-way protection is being properly maintained. These inspections are made as deemed necessary and not called for by the permit holder. Failure to comply with demolition inspection requirements can result in work delays, as well as penalties and fines as provided for in the City of Freeport Codified Ordinances. Regardless of cause, late bids and proposals will not be accepted and will automatically be disqualified from further consideration. It shall be solely the vendors risk to ensure delivery at the designated office by the designated time. Late bids and proposals will not be opened and may be returned to the awarded vendor at their request and expense. The City of Freeport reserves the right to accept or reject any or all bids or proposals at any time, for any reason, including but not limited to the Freeport City Council or the funding grantor not appropriating sufficient funds to complete the project. The City may make awards in any manner deemed in the best interest of the City.
