It is anticipated that the project will start late spring early summer. Capital Improvement Program Interior Reconstruction - Plainview Old Bethpage Public Library BID SECURITY Bids must be accompanied by a Certified Check or Bid Bond executed by the Bidder and a Surety Company authorized to do business in the State of New York and acceptable to the Owner in the amount not less than 10% of the Base Bid plus all alternates. B. Bid security will be retained by the Owner if the successful bidder fails to enter into the Agreement between Owner and Contractor ("the Agreement") with Owner within seven (7) calendar days after Notice of Award. Performance Bonds and Labor/Material Bonds, as called for in the General Conditions are a requirement of each contract. AWARD OF CONTRACT A. The award of the contract shall be made to the Bidder submitting the lowest bid who, in the opinion of the Owner, is qualified to perform the work involved and is responsible and reliable. The Owner shall determine the lowest bid by adding to or deducting from the total bid of the bidders the additive or deductive alternate and substitutions, if any, the Owner elects to accept after the opening of the Bids. B. The right is reserved, as the interest of the Owner may require, to reject any Bid or all Bids and to waive any informality in any Bid received. The Owner reserves the right to make partial awards based on low bids for each item, or may select to award on total low bid C. The Owner reserves the right, before making an award, to conduct investigations as to whether or not the Bid meets the requirements set forth in the Bidding Documents and is sufficient to ensure the proper performance of the contract. The Owner reserves the right to request additional information from a Bidder for this purpose. The PLAINVIEW OLD BETHPAGE PUBLIC LIBRARY reserves the right to reject any or all bids submitted, to waive any informality or irregularity in any bid, and/ or to accept any bid in whole or in part and/ or to award or not award the contract, if in the opinion of the PLAINVIEW OLD BETHPAGE PUBLIC LIBRARY, the best interest of the LIBRARY will thereby be served. All bids received after the time stated in the Notice to Bidders will not be considered and will be returned unopened to the bidder. The bidder assumes the risk of any delay in the mail or in the handling of the mail by employees of the LIBRARY. Whether sent by mail or by means of personal delivery, the bidder assumes responsibility for having its bid deposited on time at the place specified. Each Bidder shall agree to hold their bid price for (45) days after the formal bid opening.
