Sealed bids are invited for an optional-use term contract for Job Order Contracting Services for use by Commonwealth of Virginia executive branch agencies and other public bodies and authorized users covering the region described in Exhibit 1. The Work of this Contract will be set forth in the Detailed Scopes of Work referenced in the individual Job Orders. The Contractor is required to complete each Detailed Scope of Work for the Job Order Price within the Job Order Completion Time. A Pre-Submission Question Form is included. The deadline for submitting questions is 12:00 P.M. on January 12, 2024. Answers will be provided by 5:00 P.M. on January 16, 2024, and posted in eVA. Questions regarding this bid shall be directed, in writing, to Anna.Croak@dgs.virginia.gov A pre-bid conference will not be held. The contract(s) shall be awarded on the following basis: (a) Basis for Contract Award: The Contract(s), if awarded, will be awarded to the lowest responsive and responsible bidder(s), if any, provided the bid(s) is reasonable and it is in the best interest of the Owner to accept it and subject to the Owner's right to reject any and all bids and to waive informality in the bids and in the bidding. Determination of the lowest responsible bidder, if any, will be the lowest Award Criteria Figure. (1) There are three Adjustment Factors for this Contract. When preparing a Job Order Price Proposal, the Contractor shall select the appropriate Adjustment Factor. (2) The Adjustment Factors are as follows: (i) Normal Working Hours Adjustment Factor: Monday through Friday 7:00 am to 4:00 pm except holidays. (ii) Other Than Normal Working Hours Adjustment Factor: Monday through Friday 4:01 pm to 6:59 am and all-day Saturday, Sunday and holidays. (iii) Non-Prepriced Adjustment Factor: For Non-Prepriced Work.
