The City of Marshall is requesting proposals from qualified consultants to assist with the city-wide community visioning, master plan development process, updating of our current Parks and Recreation Plan, and drafting of a non-motorized plan. This would build upon the work in the 2015 Master Plan and 2019 Parks and Recreation Plan. These plans are being updated as the current environment has changed in the city and as an effort to retain "Certified" status under the Redevelopment Ready Communities program. The city will be receiving funding from the MEDC to assist in the update of these plans. Proposals are to be irrevocable for a period of ninety (90) days from the date of the public RFP opening and shall not be withdrawn, modified, or altered after the RFP opening. The City of Marshall reserves the right to accept or reject any or all proposals, to waive any information or irregularities in any proposal and to split the proposal if deemed desirable by the City. Copies of the current Master Plan and Parks and Recreation plan are available on the Community Services section of the city's website, electrically. Proposals may be submitted for the completion of all three plans or each separate plan. The city believes that there are advantages to awarding a contract to a firm or collaboration between firms for the entire project, but is open to reviewing proposals for completion of each plan independently. In addition, the city has a separate RFP to update its Economic Development and Marketing plans out at this time. The Proposal will be evaluated and awarded on the basis of best value to the city. The decision criteria to be used, but will not be limited to, is price, accessories, options and overall capability to meet the needs of the city.
