As of January 30, 2025, this project was awarded to a gc. *The closed solicitation has been included below for reference: The City of Marshall seeks engineering design proposals on three projects: 2024 Small Urban Project, NE NIA Forest Street Extension, and NE NIA Valley View Development Infrastructure. This project includes engineering design to rehabilitate West Drive, from Michigan Avenue to Verona Road and Verona Road from West Drive to Mansion Street in the City of Marshall. Construction of this project will be partially funded by the Michigan Department of Transportation's (MDOT) Small Urban project. The City of Marshall is extending the east end of Forest Street from its current dead end northeasterly to O'keefe Road. The extension will serve the Briarwood Lane Condominiums on Forest Street being constructed under the City's Northeast Neighborhood Improvement Authority (NE NIA). The City of Marshall needs design services for a new development, Valley View, in the NE NIA. The Valley View development, east of Allen Road and south of O'keefe, consists of traditional green field development requirements. The City plans to rehabilitate West Drive and Verona Road through mill and resurface of the asphalt surface, installation of sidewalk along Verona from Sherman Drive to West Drive, and necessary improvements to existing sidewalk ramps under the MDOT Small Urban Grant Program. The pre-design phase of this project shall include a kick off meeting with City staff, survey of the project area, and soil borings/pavement cores at designer selected locations, and CCTV footage of the sanitary and storm sewer systems in the project area. West Drive is a three lane north/south road with curb/gutter and sidewalk on the east side. It serves commercial businesses and connects both the state trunkline (Michigan Ave) and county primary road (Verona Road west of West Drive). Verona Road is a two lane east/west corridor connecting residential areas to commercial and outlying county roads. Sidewalk is located along the north side of Verona between Mansion Street and Sherman Drive. A plan to connect the sidewalk on West Drive and the sidewalk at Sherman and Verona is part of the design requirements. The topography along the Verona Road corridor poses challenges with both sidewalk and storm water drainage and must be carefully analyzed in the design solution. Currently, no significant storm water issues exist and the selected designer must ensure they are not created by the road rehabilitation or installation of sidewalk. Storm water is managed via surface controls on Verona between West Drive and Mansion Street. The only known underground storm water asset within the Verona Road scope is the outlet culvert from Sherman Pond located adjacent to 930 Verona Road. Analysis of this culvert is not included in the design engineering scope. Storm water on West Drive flows south from Verona Road to Michigan Ave. The City of Marshall reserves the right to take other action before a contract is signed or a purchase order is approved; even after City Council accepts or approves the proposal.
