Site work and renovation of a mixed-use development in Starke, Florida. Completed plans call for the renovation of a military facility; and for site work for a water / sewer project.

The work generally consists of removing existing dock and covered structure entirely and replacing with new dock and covered structure. ESTIMATED COST OF CONSTRUCTION: $140,000 Final Questions From Bidders: January 25, 2024 (10:00 Am Local Time) Any Questions From Proposers Concerning This Solicitation Shall Be Submitted in Writing, Identifying the Submitter, to the Contacts Listed by Email or Fax Only. CONFLICT OF INTEREST: This solicitation is subject to chapter 112 of the Florida Statutes. Respondents shall disclose with their response the name of any officer, director, employee or other agent who is also an employee of the State. Respondents shall also disclose the name of any State employee who owns, directly or indirectly an interest of five percent (5%) or more in the respondent or its affiliates BID SECURITY: Bids/Proposals in total excess of $100,000.00, the bidder must provide with bid, a good faith deposit in the amount of 5% of the bid by way of a bid bond from a surety insurer authorized to do business in the STATE OF FLORIDA as surety or a certified check or cashier's check accompanying the bid. QUALIFICATION: Each bidder whose field is governed by Chapter 399, 455, 489, and 633 of the Florida Statutes for licensure or certification must submit qualification data of their eligibility Form FNG 5085 Contractor's Experience Questionnaire and Financial Statement with their bid at the time of the bid opening. PERFORMANCE BOND AND LABOR AND MATERIAL PAYMENT BOND'S are required from any persons or parties entering into a formal contract with the STATE OF FLORIDA for contracts in total excess of $100,000.00 for construction, additions, renovations, repairs, or demolition of any public building pursuant to Florida Statute 255.05(1)(a), to include registration of the Bonds with the county in which the project is located. The contractor must provide the owner with proof of Bonds within 10 days of contract award and Bond must be recorded with the County in which the project is located. This project is for the complete removal and replacement of the existing dock per the following spec. and attached drawing. The dock shall be built from all Marine grade materials as noted below. Invoices or load tickets stating the treatment standard of all material will be verified. The dock approximate measurements are Shown on attached drawing, water depth is approximately 5-6' at the end. The dock will be completely replaced including covering pavilion at the end, stairs, ladders, and all pilings. See attached drawing or photo. All measurements should be field verified by contractor. Remove all portions of existing dock and dispose of properly off CBJTC. Pilling to be 8" round post treated to marine freshwater spec. of UC4B .60 CCA treatment. Pilings shall not be spaced more than 10' apart. Stringers and dock substructure shall be made from lumber treated to UC4A standards. All stringers shall be spliced over double girders at post. All stringers shall be covered on the top side with an asphaltic tape such as window seal tape or peel and stick. (Between deck boards and stringers) All top deck boards shall have a minimal of 3 screws per stringer crossing. All lumber less than the 2x8" dimension shall be treated to .15 MCA standards. The dock is to be a direct replacement in height and location except the walkway width is to be 6' All Deck boards shall be screwed down with 3" stainless steel screws. All Girders shall be no less than 2x8 and through bolted with either galvanized bolts or galvanized threaded rod with 1 1/2 " washers. Cross bracing/X bracing to be attached to pilings with 1/2 x 6" galvanized lag bolts with 1/2 flat washer. All surrounding areas, ground and water, must be cleaned up of all debris including nails and screws. Removal of any old Creosote pilings shall be hoisted out. lock shall not exceed square footage on drawings. All pilings can be either driven or jetted in place. Depth of pilings shall be to the deepest extent for a stable long-life system. Replace existing wooded stairs with marine grade aluminum stairs with handrail. Floating Dock portion shall be framed and decked of the same material as fixed dock. Dock floats shall be Polyethylene filled with EPS foam (Manufactured by Taylor Made or equal) Floating portion of dock shall have a pilling on each corner attached with hoop pile guides. Provide Aluminum ladder with handrail between fixed and floating dock. Provide six 6" dock cleats. Replacement roof is to match existing roof layout. Pilings that support roof structure are to be one pieces from ground to roof structure. Roof trusses to be 2x6 pressure treated lumber. Install 2x6 facial board with drip edge. Provide collar ties and hurricane clips on trusses. Roof shall have 1/2 " plywood decking with H clips. Roof to be metal (26 gauge) fastened with manufacture recommended screws. Provide enclosed storage room from deck to roof structure under new covered area with Hardi Board siding. (Shaded area on drawing is approximate location) All framing to be pressure treated lumber. Provide an exterior rated wooden single door and hardware.Prime and paint Hardi Board siding and door with an exterior Sherwin Williams A-100 paint (2 coat minimum) Coordinate color with Owner. All hardware/fasteners shall be approved for direct contact with pressure treated lumber. Provide a hose bib at cover structure supplied with 3/4 " PVC piping strapped every 3', tie new piping into the existing water line at the shore, if the supply line is not available cap new water line under the dock at the shore. Provide a 120 volt 20 amp GFCI receptacle inside storage room, tie new receptacle circuit into existing circuit at the shore, if an existing circuit is not available cap wire in a PVC junction box. onduit shall be 3/4 " PVC strapped every 3' Provide a weather tight led light fixture with a dial style timer switch in storage room.
