Site work, renovation and addition to a municipal facility in Middleborough, Massachusetts. Completed plans call for the addition of a municipal facility; for site work for a municipal facility; and for the renovation of a municipal facility.
As of February 12, 2024, the list of prequalified general contractors is expected to be released the week of February 21, 2024. Only the prequalified general contractors will receive the RFP when issued. Renovation of the existing historic building located at 37 Wareham Street, Middleborough, MA and the construction of an addition to the historic structure. This building will be approximately 12,500 square feet in size and will adapt the existing brick structure constructed in 1889 as a portion of the new building. The schematic design calls for converting the existing building into the customer service center on the first floor and engineering offices, meetings rooms and a kitchen on the second floor; building a new single story building to house the electric operations facilities, including the substation and grid management facilities, locker rooms, and materials stockroom and a loading dock; and constructing a two-story transition building with clerestory lights that will provide vertical transportation between the existing and new buildings, and will also include supplementary spaces such as conference rooms and offices. Site improvements include, but are not limited to, new driveways and parking lots, security fencing, and landscaping. The CM also will be responsible for the abatement and demolition of the portions of the existing structure that will not be restored and any ancillary structures on the site. This work is anticipated to be completed within the first two months of the CM's preconstruction phase services to allow for relocation of utilities and other enabling activities for the new building's construction. The MGED may also choose to assign other work related to the primary project to the CM, such as: procurement and installation of temporary trailers for MGED staff during the construction period; improvements to the existing garage; and improvements to the exterior storage yard, including installation of new and relocated fencing and other work required to successfully complete the primary project. The electric substation is not included in the scope of this project and the footprint of the substation is specifically excluded from any construction operations; however, the CM must maintain access to the substation, the line truck garage, and other components of the electrical operations facility at all times during the work of this project. Questions and requests for clarification or changes regarding this RFQ must be submitted to the MGED in writing no later than 1:00 PM on Tuesday, January 23, 2024. The Design Development phase is scheduled to be complete by the end of March, 2024, and Construction Documents are expected to be completed by the end of July 2024. Time Period for Completed Project: 21 months Estimated Construction Duration: 15 months Schematic Design Estimated Construction Cost: $17 million The RFQ is the first phase of a two-phase procurement process, which will be used to prequalify CM at- Risk firms that will be invited to submit a proposal in response to a request for proposals (RFP) issued in the second phase. The Prequalification Committee will evaluate SOQ's in accordance with the evaluation criteria set forth in the RFQ and will invite only those firms it deems qualified to submit proposals. Firms must have prior experience as a CM on at least three similar CM at-Risk projects with a GMP, must demonstrate bonding capability, and must be DCAMM certified, including certification in General Building Construction.
