The intent of this Invitation for Bid (IFB) is to enter into an agreement with one (1) qualified contractor to furnish all labor, materials, equipment, supervision, and permits and fees required to provide the installation and maintenance of piles at various locations along the Nansemond River and Bennetts Creek for the installation of No Wake Zone and End No Wake Zone signage. All work shall be in accordance with all specifications, terms, and conditions herein. The City is looking to have seven (7) new piles installed along the Nansemond River and one (1) new pile installed on Bennetts Creek. The city is also looking to have leaning piles pulled and re-driven. There are three (3) leaning piles located on the Nansemond River and one (1) leaning pile located on Bennetts Creek. Questions concerning this project must be in writing and addressed to the Contract Officer stated herein; and, must be received no later than five (5) business days preceding the date that the bids are accepted. The contract resulting from this IFB will contain the following language: If said work is not fully completed within 30 calendar days after the date of Final Completion as stated in the Notice to Proceed, the Contractor shall be liable and hereby agrees to pay to the Owner as liquidated damages, and not as a penalty, the amount of one thousand dollars ($1,000.00) per calendar day for each and every part of a day thereafter that said work remains incomplete All bids in excess of one hundred thousand dollars ($100,000.00) shall be accompanied by a Bid Bond, certified check, or other acceptable security. The amount of the bid security shall be equal to five percent (5%) of the total bid amount. The City reserves the right, at its sole discretion, to deduct liquidated damages from any outstanding amount due the Contractor. All firms doing business in the City of Suffolk are required to be licensed in accordance with the City of Suffolk business license ordinance. Wholesale and retail merchants without a business location in the City of Suffolk are exempt from this requirement.
