As of March 5, 2024, bids received were rejected as they were over the budget. Project is no longer needed. The Town of Haysi is requesting sealed bids for a construction contract to complete elements of the Russell Fork Trail Center, a project funded by an Appalachian Regional Commission(ARC) grant, a Virginia Tobacco Region Revitalization Commission (VTRRC) grant and Virginia Coalfield Economic Development Authority (VCEDA) funding. BID - RUSSELL FORK TRAIL CENTER HAYSI VIRGINIA requests sealed bids for the construction of an enclosed and conditioned trail center in Haysi Virginia. The Base Bid generally consists of the construction of the renovations to the existing building and the additions to the existing building including connecting to existing utilities on site. Bidders will be sent an invitation upon registering for the Bid Documents. Purpose of conference is for Bidders to familiarize themselves with site and to ask questions pertaining to the Contract Documents. Conflicts in documents, if any, will be resolved by written addendum. Bidders are required to complete the Contractor's Qualification Statement included at the end of the Invitation to Bid and include it with the Bid Form. Details to be submitted include: contracts on hand (amount of each contract and anticipated dates of completion), experience in construction similar to this project, credit available, and default on previous contracts or failure to complete any work awarded. Bidders must be licensed as a Class A contractor in the Commonwealth of Virginia. The bidder's attention is directed to the Code of Virginia, Title 54.1, Chapter 11. This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of President's Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title 1 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland "Anti Kickback" Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202. Town of Haysi shall provide the mechanism for the evaluation of all information received, the final determination of responsible offerors and reserves the right to waive informalities and irregularities and to accept or reject any or all bids. Any deviations or alternates must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order. Withdrawal of bids due to error shall be according to Section 2.2-4330.B.l of the Virginia Public Procurement Act. The bidder shall give notice in writing of his claim of right to withdraw his bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice. Contract is to be awarded on a lump sum basis. The contract for BID - RUSSELL FORK TRAIL CENTER will be awarded individually, based on the lowest responsive bid received, and negotiations with the responding firms.
