The project generally consists of removing and replacing ninety-three (93) 3/4-inch water meters currently located in the buildings within a meter closet and the installation of fourteen (14) 2-inch master meters outside the buildings. Additionally, the project includes one hundred forty (140) lineal feet of 2-inch waterline and one hundred (100) lineal feet of 3/4-inch water line and associated appurtenances. The water system is currently owned and operated by the Cumberland Plateau Regional Housing Authority. Upon completion of the work, the water system will be conveyed to the Dickenson County Public Service Authority. The PSA utilizes Master Meter brand radio read meters. These will be provided by the Owner and installed by the Contractor. The Contractor is responsible for all materials and labor, except for the master meters. All work shall be performed in accordance with Dickenson County P.S.A. standards. The Owner reserves the right to reject any or all bids or to waive any informality in the bidding. No bid shall be withdrawn for a period of thirty (30) days after the opening of the Bids without the consent of the Owner. If a contract is for one hundred twenty thousand dollars ($120,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelve-month period is seven hundred fifty thousand dollars ($750,000) or more, the bidder is required under Title 54.1, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a "Class A Contractor." If a contract is seven thousand five hundred dollars ($7,500) or more but less than one hundred twenty thousand dollars ($120,000), the bidder is required to show evidence of being licensed as a "Class B Contractor. Any prospective bidder desiring an explanation or interpretation of the solicitation, specifications, drawings, etc., must request it at least 7 days before the scheduled time for bid opening.
