Furnishing All Labor, Materials, Equipment, Services, and Incidentals for Performing All Work Necessary for: Standby Generator - Supply and Install at the Jay Wastewater Treatment Plant. Bidders Must Bid on All Items of the Contract. The Whole Work Under This Contract Will Be Awarded as a Single Contract to the Lowest Responsible Bidder for the Work. No Bid May Be Withdrawn for at Least Sixty (60) Days After the Scheduled Closing Time for Receipt of Bids. Each Proposal Must Be Accompanied by a Bidder's Bond, or Cashier's Check Upon Any Solvent Bank or Trust Company, Payable Without Reserve to the Jay Utilities Authority in an Amount Not Less Than Five Percent (5%) of the Total Amount of the Bid. Bid Security of the Two Low Bidders Will Be Retained Until Approval of Contract and Execution of Satisfactory Bonds by the Successful Bidder, or Until Other Disposition on the Bids is Made. Bidder Must Purchase Plans and Specifications From Holloway, Updike and Bellen, Inc. Either Directly for Paper Plans and Specifications or Through Our Website for Download. Bidder Must Be on Plan Holders List at Holloway, Updike and Bellen, Inc. In Order to Submit a Bid. Each Proposal Must Be Accompanied by a Bidder's Bond, or Cashier's Check Upon Any Solvent Bank or Trust Company, Payable Without Reserve to the Jay Utilities Authority, Oklahoma, in an Amount Not Less Than Five Percent (5%) of the Total Amount of the Bid. Bid Security of the Two Low Bidders Will Be Retained Until Approval of Contract and Execution of Satisfactory Bonds by the Successful Bidder, or Until Other Disposition on the Bids is Made. The Bonds Required Will Be a Performance Bond, a Payment Bond, and a Maintenance Bond, Each in the Full Amount of the Contract. The Authority Will Not Accept Letters of Credit in Lieu of Any Bond Required Herein. No Pre-bid Conference Will Be Held.. Contract to Be Awarded to Low Responsive Responsible Bidder. The Owner Reserves the Right to Waive Any Informalities in the Bidding. Conditional Bids Will Not Be Accepted. No Bid May Be Withdrawn After the Scheduled Closing Time for Receipt of Bids for at Least Sixty (60) Days. The Bid May Be Extended for a Period of 30 Days by Mutual Agreement of the Bidder and the Owner. The Attention of All Bidders is Called to the Fact That They Must Meet the Requirements and Bid in Accordance With the Laws of the State of Oklahoma Governing Public Works Contracts. This Project is to Be Partially Financed by a Loan From the Oklahoma Water Resources Board Clean Water State Revolving Fund (Cwsrf) and Shall Be Referred to as Project No. Orf-24-0054-cw. The Following Requirements and Regulation Must Be Complied With: a . The Department of Labor Provides All Pertinent Information Related to Compliance With Labor Standards, Including Prevailing Wage Rates and Instructions for Reporting. For More Information Please Refer to Oklahoma Water Resources Board Supplemental Conditions, Orf-185 as Well as website and Steel Provisions Also Apply to Projects Funded Directly by or Assisted in Whole or in Part by and Through the Federal Government Pursuant to P.l. 113-76, Consolidated Appropriations Act, 2014, Sec. 436 Requires That "none of the Funds Made Available by a State Water Pollution Control Revolving Fund as Authorized by Title Vi of the Federal Water Pollution Control Act (33 U.s.c. 1381 Et Seq.) or Made Available by a Drinking Water Treatment Revolving Loan Fund as Authorized by Section 1452 of the Safe Drinking Water Act (42 U.s.c. 300j-12) Shall Be Used for a Project for the Construction, Alteration, Maintenance, or Repair of a Public Water System or Treatment Works Unless All of the Iron and Steel Products Used in the Project Are Produced in the United States." for More Information Please Refer to Oklahoma Water Resources Board Supplemental Conditions Orf-185." "system for Award Management (Sam) Registration is Required for All Srf Programs (Cwsrf and Dwsrf) Applicants and Awardees (Entities, Prime Contractors, Subcontractors, Vendors) in Order to Be Awarded Contracts by the Srf Programs. Sam Replaces Central Contractor Registration/ Federal Agency Registration, Online Representations and Certifications Application, and Excluded Parties List System. Applicants and Awardees Are Required to Complete a Onetime Free Registration to Provide Basic Information Relevant to Procurement and Financial Transactions. Registrants Must Retain an Active Status to Be Eligible for Srf Projects. New Applicants and Awardees Can Go to Sam.gov to Complete the Registration Process." the Bidder (Proposer) Must Supply All the Information Required by the Bid and Proposal Form Including Completion of Affidavits or His Bid Will Be Considered Incomplete and Therefore Rejected. The Owner May Request of Any Bidder, Before His Bid is Considered for Award, That He Submit a Statement of Facts as to His Previous Experience in Performing Work of the Same Character and Magnitude, as to His Business and Technical Organization, and Financial Resources and Plant Available and to Be Use in Performing the Contemplated Work. Each Bidder Must Have Such Information, Together With a Recent Financial Statement, Available Upon Request. The Jay Utilities Authority Reserves the Right to Evaluate Bids, to Reject Any or All Bids, and to Waive Any Informality in Any Bid.
