The Village of Palm Springs (the Village) is seeking Letters of Interest and Professional Qualifications from qualified firms to provide professional engineering, architecture, planning, surveying services, and construction management related to roadways, stormwater, parks, facilities, water & sewer utilities, master plans, and other related infrastructure for the Village of Palm Springs. Request for Qualification documents are available Electronically. The Village uses the electronic solicitation . All solicitations will be released Electronically. It is the responsibility of the Proposer to ensure all pages are included in the submission. All Proposers are advised to closely examine the request for qualifications documents Late Proposals will not be accepted, whether by mail or otherwise. Proposals will be returned to the sender unopened. Any questions regarding the completeness or substance of the Request for Qualification documents or the scope of services must be submitted in writing via email to Kimberly Wynn, Village Clerk, procurement@vpsfl.org. After receiving all proposals, a public meeting will be scheduled for the Village's Selection Committee to review and discuss the rankings of the respondents. The public meeting will be held at Village Hall at 226 Cypress Lane, Palm Springs, FL 33461. Selection will be in accordance with the CCNA, section 287.055, Florida Statutes, the Village's Purchasing Code and policies, and all applicable federal, state, and local requirements and any grant requirements. The Village reserves the right to accept or reject any or all Qualifications, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the Village. Pursuant to Section 2-355 of Palm Beach County Ordinance No. 2011-039, and the purchasing policies of the Village of Palm Springs, all Solicitations, once advertised, are under the "Cone of Silence" until the appropriate authority has approved an award recommendation, rejected all responses or some other action by the Village to end the selection process. This limits and requires documentation of communications between potential Proposers and/or Proposers on Village Solicitations, the Village's professional staff, and the Village Council members. Pursuant to section 287.05701, Florida Statutes (2023), the Village may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is responsible. Further, the Village may not give a preference to a vendor based on the vendor's social, political, or ideological interests. Pursuant to Section 58-6 of the Village Code, any actual respondent who is aggrieved in connection to this RFP may protest such procurement. The protest must be filed with the Village in accordance with the Village's purchasing code. The method of Contractor Selection has not been Determined at this time.
