The City of San Mateo is requesting the submission of proposals for the development of a strategic vision and multiyear workplan for its Safe Routes to School (SRTS) Program encompassing all K-12 schools within the City's jurisdiction. The City is seeking to develop a SRTS program that will achieve the following goals: o Proactively increase safety for our most vulnerable residents; o Increase active transportation around our schools to promote physical and mental wellbeing; o Inspire the next generation to organize community life through more active modes of transportation; o Strengthen community bonds at each school site by getting people out of their cars and connecting with one another; o Help the City meet its local and regional sustainability goals by reducing traffic congestion (e.g., by carpooling and using public transit and active modes of transportation). The qualifications submitted in response to this Request for Proposals (RFP) will be used as a basis for selecting the consultant for the proposal. Negotiations may or may not be conducted with proposers; therefore, the proposal submitted should contain the proposer's most favorable terms and conditions, since the selection and award may be made without discussion with any proposer. It is the intent of the City of San Mateo to award a contract to the best-qualified firm that demonstrates innovation and deep experience in the field of Safe Routes to School. The consultant (or team of consultants) will assist the City in developing a strategic vision and multiyear workplan for its Safe Routes to School Program. This document, or set of documents, will establish the overarching goals and initial milestones for the SRTS program to ensure a holistic and systematic approach to school transportation safety is created for the years to follow. This will include establishing roles for the City and its partners in SRTS, such as the County Office of Education and local school districts. The vision and workplan will establish the basis for forming partnerships between these stakeholders and identify ways to have ongoing shared goal-setting in the SRTS program, such as a SRTS Task Force or on-going stakeholder meeting. The SRTS Vision and Workplan will be developed based on a review of the services the City is currently offering, recommendations from successful programs with similar goals, and community engagement with stakeholders, families, students, and school personnel to develop the program from the ground up. The City would like to center the program in what would best support our local schools and families in safe transportation to school, and will rely on strong community engagement to listen and learn what is needed. The strategic vision will set the tone for the SRTS program and will include goals for program implementation. The workplan is expected to build from the strategic vision to implement the program in steps, recognizing the need to establish a strong base and grow from there. The workplan should be detailed enough to allow for the City to develop a clear budget. The final deliverables will enable the City to establish the SRTS program with a multi-year workplan for implementation, and clearly delineate tasks and metrics for the first several years of the program. This product will be ready for immediate implementation by the City's SRTS staff and will provide the information necessary to establish a program budget for the 3-5 year timeframe. Creative approaches or recommendations from industry practices to achieve this goal are welcomed and encouraged. The City has approximately $50-100K budgeted to develop a strategic vision and multiyear workplan to meet the goals as stated above. The City is open to a dialogue to expand the range of the budget in the future. Include a proposed budget and fee schedule based upon labor hours for each year of the contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The City has designated the following activities and dates as key to the project schedule. Proposers are encouraged to assist the City in adhering to this timeline. The City reserves the right to change the schedule at its own discretion.
