Federal Consolidated Appropriations Act Funded Southwest Park Playground Project. The City's Good Faith Effort (GFE) plan establishes subcontracting goals for all prospective respondents to ensure a reasonable degree of M/WBE participation in city contracts. Participation goals are as follows: Construction - 30%, Architectural & Engineering - 28%, Professional Services, 33%, Other Services - 20%, and Goods - 10%. The Respondent recommended for award shall agree to meet the established goals or must demonstrate and document a "good faith effort" to include M/WBEs in subcontracting opportunities. The Respondent recommended for award who fails to adequately document good faith efforts to subcontract or purchase significant material supplies from M/WBEs may be denied award of the contract by the City based on the contractor's failure to be a "responsive" responden The City of Irving Parks and Recreation Department invites firms, specializing in playground design and construction, to submit proposals for the design and construction of a new playground to replace existing play units at Southwest Park, located at 2800 Shady Grove, Irving, TX. 75061. The City will select a firm based on a review of submitted proposals and preliminary designs through a process described in this proposal document. This solicitation is funded through Federal Consolidated Appropriations Act Community Project funds. Respondents must sign the provided Federal Funds addendum and comply with all provisions of 2 CFR Part 200. DUE TO THE FUNDING SOURCE NOTED ABOVE, VENDOR MUST BID DIRECTLY TO THE CITY. QUOTING THESE ITEMS THROUGH A COOPERATIVE AGREEMENT WILL RESULT IN A NON-RESPONSIVE BID. II. Background The City of Irving currently has funding for the design and construction of a new playground at Southwest Park. Trinity View Park is a nineteen (19) acre park located in southwest Irving. Park amenities include nine, four (4) softball fields, one (1) soccer field, a splash pad, 1/4 mile walking trail, a multi-use court and parking. The funding for this playground is through the Federal Consolidated Appropriations Act, 2023, Community Project Funding. The budget for this project should not exceed $450,000 and is all-inclusive of design fees, playground components and safety surfacing, materials, an independent playground audit, insurance, payment and performance bonds, testing, delivery, installation of new playground equipment, travel, documentation, and any incidental costs related to the design, construction and installation of the playground project Project Objectives The following objectives are to be considered in preliminary designs for the new playground at Southwest Park: o To create an inspiring, inclusive, universal-designed playground for children of all abilities to play, explore, and encourages a child's imagination. o To create a playground that allows for easy child supervision. o To create a family friendly playground which encourages child-parent interactions and use by entire families. o To create a playground which is sensory rich and aesthetically pleasing. V. Design Parameters Your Firm should take the following into consideration when preparing your proposal and preliminary designs: a. New playground facilities should fit within the proposed playground area. . b. New playground shall incorporate a new drainage system that will drain excess water from playground's surfacing material. All new facilities shall positively drain water when completed. c. The number and variety of play experiences that can be safely provided within the designated area should be maximized. Consideration will be given to designs that are creative, aesthetically compatible with the site in form, scale, and play appeal. d. The playground equipment shall be durable, corrosion resistant, designed for public use, and resistant to vandalism through breakage, disassembly, and/or theft. e. All playground components shall comply with the latest CPSC Guidelines for Public Playground Safety, and ASTM F1487-98 (or latest version) Standard Consumer Safety Performance Specifications for Playground Equipment for Public Use. Any disabled access elements shall also conform to the current ADA requirements. The site shall be compliant to ASTM 2049 fences and barriers for public playground. f. Public playground equipment supplied by your firm shall be certified and validated for conformance to ASTM F1487-98 standards (or latest version), by International Play Equipment Manufacturer's Association. Playground Manufacturer shall be a member in good standing of IPEMA
