Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals No. However, one person will not wear all three hats. 2. (If building is occupied) Are there any phasing requirements How many people will be in the building Are there any temporary heating/cooling requirements We anticipate that the contractor will not be working on any part of the project if we are trying to class cotton. We want to provide complete access to the building so the contractor can complete the job as soon as possible. Contractor would have complete access to the mechanical room during the project. 3. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project We expect offerors to submit their offers and dates in good faith, using the delivery dates quoted by the manufacturers. If the manufacturer changes the delivery date after award, offerors will not be penalized for this unforeseen circumstance. Offerors are encouraged to use the best information available in submitting responses so that the government may make an informed decision on award. HVAC Equipment Replacement, Corpus Christi Product/Service Code: Y1JZ Product/Service Description: CONSTRUCTION OF MISCELLANEOUS BUILDINGS 1. Please refer any questions pertaining to this solicitation to Jim Roloff, contracting officer, at james.g.roloff@usda.gov. Additionally, email your proposal to Jim Roloff by the date and time indicated in block 13 on the first page of this solicitation. See Proposal Evaluation Factors for Award beginning on page 24 for further information on what must be included with your proposal. Any missing or incomplete information may render your proposal unacceptable. 2. The estimated magnitude of this project is $500,000 to $1,500,000. 3. The appropriate Department of Labor wage determination for construction apply to any resultant contract (see List of Attachments on page 14). 4. USDA is exempt from sales tax: tax ID no. 41-0696271; tax exempt no. 471640000. 5. Offerors must submit the following items for award consideration: A signed copy of the Standard Form 1442. Please complete block 14, including vendor name, address, phone number, Federal Tax ID number, and UEI number; block 17, block 19 if applicable; and blocks 20a, 20b, and 20c. Any missing or incomplete information may render your proposal unacceptable Offerors must take steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to: - conditions bearing upon transportation, disposal, handling, and storage of materials; - the availability of labor, water, electric power, and roads; - the conformation and conditions of the ground; and - the character of equipment and facilities needed preliminary to and during work performance. Offerors shall also satisfy itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site, including all exploratory work done by the Government, as well as from any drawings and specifications made a part of this contract. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding, or representation is expressly stated in this contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Replace AHU-1 consisting of a custom packaged air handling unit with prefilter, final filter, steam distribution humidifier, chilled water coil, fan array with top discharge, 21,740 cfm as scheduled. 2. Replace RC-1 steam reheat coil with a unit having stainless steel tubes and fins. 3. Existing RF-1 is an industrial stainless-steel model upstream of AHU-1 and shall remain. Replace door hardware on apparatus casing. 4. Replace intake hood 1 serving AHU-1. Curb Cap has been left for this purpose by the roofing contractor under a previous project. 5. Controls for this unit will be provided by Texas Chiller Systems 6. Remove the insulation from the chilled water tank. Cap the vent and pressure test this ASME rated tank to 50 psi. Provide new side stream sock filter, new makeup PRV to admit soft water at a pressure of 10 psig. Provide a Shrader valve to charge the tank with air. Existing site glass to remain. Reinsulate the tank and provide metal jacket. 7. Selectively replace insulation on steam, condensate, and chilled water piping.
