The City of Shaker Heights reserves the right to reject any and all bids, to waive any informalities in the bids received, and to accept any bid which they deem most favorable. Bids received after the deadline will be returned unopened. Bids may not be withdrawn at any time. The bids will be publicly opened and read immediately after the deadline for submission. At the time and place fixed for opening bids, the contents of all bids will be made public for the information of all bidders and other interested parties who may be present in person or by representative. Whenever the term "Director of Purchases" is used herein, the same shall mean the Director of Purchases of the City of Shaker Heights or his duly authorized agent.
