The City of Prescott. Arizona is looking for one or more qualified companies, licensed in the State of Arizona, to perform projects related to the Supervisory Control and Data Acquisition (SCADA) Systems, which could include, design, installation, repair and/or maintenance of such system. Work may include all aspects of SCADA systems, including controls, communications, and programming firmware and/or software. The City of Prescott reserves the right to accept or reject any or all bids, and/or some or all of the alternates bid, and waive any informality deemed in the best interest of the City and to reject the bids of any persons who have been delinquent or unfaithful in any contract with the City. The City of Prescott. Arizona is looking for one or more qualified companies, licensed in the State of Arizona, to perform projects related to the Supervisory Control and Data Acquisition (SCADA) Systems, which could include, design, installation, repair and/or maintenance of such system. Work may include all aspects of SCADA systems, including controls, communications, and programming firmware and/or software. All work shall follow industry standards as well as specifications and details provided by the City. Work will be requested on an as-needed, if-needed basis. The company must have a gold certification from Inductive Automation, must be knowledgeable with Rockwell programming software for PLCs and HMI's and must be UL 508C Certified "Safety for Industrial Control Equipment. DESCRIPTION OF WORK The scope of work for job orders may include but is not limited to: 1. Installation of electrical conduit, wiring, cabinets, and all required hardware. 2. SCADA instrumentation and programming upgrades at new and existing facilities. 3. Implementation of controls instrumentation and programming upgrades, to include the design, installation, and programming of new PLC hardware. 4. Maintain, troubleshoot, and correct issues within existing control systems. 5. Provide design services associated with network communication, network hardware, high-speed Ethernet/IP communication system, fiber optic system infrastructure installation, wireless radio communication networks and all associated wireless radio site surveys and propagation studies. 6. Provide detailed loop diagrams, electrical ladder diagrams, P&ID's, interconnection wiring diagrams for control panels and PLC enclosures, drawings, and documentation. 7. Provide staff to complete integration services for separate construction projects. To include factory, functional and operational testing as well as operator training, if needed. 8. Provide development of graphics and screens for OIT's, HMI's, and all additional interfaces. 9. The Contractor will be responsible for ensuring that all materials used in any project are National Safety Foundation (NSF) approved for drinking water. 10. All equipment, materials, parts, and other components incorporated in the work or services performed pursuant to this Contract shall be new, or the latest model and of the most suitable grade for the purpose intended. All work shall be performed in a skilled and workmanlike manner. 11. All work shall be reviewed and approved by the City Project Manager. 12. The Contractor shall remove all debris and other materials from the work site after the completion of work. 13. The Contractor shall ensure that all necessary parts and equipment needed to perform the work is brought to the site. The Contractor shall fit and marry all motors, pumps and shafts at their facility prior to transporting them to the site in order to ensure that the proper couplings and any necessary fittings are accounted for. 14. The Contractor will be responsible for disinfection of all potable water equipment with National Safety Foundation (NSF) approved products prior to and during installation in accordance with Arizona Department of Environmental Quality Engineering. 15. The Contractor will be responsible for the disposal of all waste products including but not limited to fill and oil baled from a well, debris, etc. at a legal off-site location. Any Disposal of Waste Products or unused Materials shall conform to applicable Federal, State and Local regulations. Copies of disposal documentation shall be provided to the City upon request. 16. The Contractor shall properly secure the work site and protect all finished or partially finished work. 17. The City may purchase replacement pumps, motors, pipes, and other related equipment from the Contractor. Parts will be at a percentage off MRSP or current Catalog pricing for the company. 18. All parts and repairs will need to be approved by the Project Manager prior to work being completed. REQUESTS FOR INFORMATION Firms who desire clarification of the procurement terms, selection criteria or submittal requirements shall restrict their inquiries to written communications only. All communications (other than delivery of the proposal as defined below) shall be addressed to the City project representative at the following: LaTona Jones Contract and Purchasing Administrator latona.jones@prescott-az.gov Requests for information must be received by the project representative prior to 5:00 PM on Tuesday, February 6, 2024. Responses, or addenda as required, will be issued no later than 12:00pm (noon) on Monday, February 12, 2024. Receipt of addenda must be acknowledged on the required form in the firm's submission. It is the submitter's sole responsibility to check the City's website for periodic updates or addenda All certificates required by this Contract shall be emailed directly to coi@prescott-az.gov AND contracts@prescott-az.gov . The City contract number and project description shall be noted on the certificate of insurance. The City reserves the right to require complete, certified copies of all insurance policies required by this Contract at any time. Any Renewal of insurance certificates with endorsements will need to be emailed to the above emails at least two weeks prior to expiration. The City reserves the right to terminate any part of or the entirety of any contract that may result from this proposal, without cause and at any time with thirty (30) calendar days' written notice. In such case, the consultant shall be paid for services rendered through the date of the termination notice, and the results of all such work through that date shall become the property of the City. The method of Contractor Selection has not been Determined at this time.
