The work to be performed under this contract shall consist of small installation and/or repairs of various types of roofing materials, i.e., tar & gravel, single ply systems, modified systems, asphalt shingle, EPDM, membranes and fabricated metal. Replace missing or damaged vinyl siding, window flashing and trim on an as needed basis throughout the contract period. Major roof work and replacements will be bid separately and shall not be included as part of this contract. Scope of Work: The work to be performed under this contract shall consist of small installation and/or repairs of various types of roofing materials, i.e., tar & gravel, single ply systems, modified systems, asphalt shingle, EPDM, membranes and fabricated metal. Replace missing or damaged vinyl siding, window flashing and trim on an as needed basis throughout the contract period. Major roof work and replacements will be bid separately and shall not be included as part of this contract. 1. Repair & Emergency Services a) Non-Emergency Service: Services must start within 72 hours of receipt of a work order initiated by a Housing Authority Representative. b) Emergency service: The Contractor shall acknowledge all service calls within one (1) hour of the call being placed. Response to calls from the Housing Authority for emergency services is required 24 hours a day, seven days a week. A qualified laborer shall be available on a 24-hour, 7 day-a-week basis at no additional cost above hourly bid price shall provide emergency service. Contractors must have an interactive paging or telephone answering service; passive answering machines are not acceptable. Repair personnel shall arrive at the designated job site not later than two (2) hours after a Housing Authority representative has made notification that an emergency repair is required. o Emergency Situations: The Contractor shall provide an emergency call back service at any hour of any day or night, weekends and Holidays included, at no additional cost to the Authority. Said call back service shall consist of prompt response to request of service (within one hour of request), and the making of such adjustments and/or repairs as may be required to ensure the safety of people and property. o Reservation of Rights: If the Owner is unable to contact the Contractor through the numbers and procedures supplied by the Contractor and the emergency repairs are not affected within two (2) hours after notification to the Contractor or his designated employees, the Owner shall reserve the right to engage other parties for the purpose of performing emergency repair work and protecting and salvaging endangered or damaged facilities, equipment, stock, etc. The Lowell Housing Authority and the Board of Commissioners, the Awarding Authority, invite sealed bids from General Contractors for On-Call Roof Repairs for the Lowell Housing Authority in Lowell, Massachusetts, in accordance with the IFB documents. The Project consists of: labor, materials, equipment and services necessary for miscellaneous roof repairs at various properties on an as needed basis. The work is estimated to cost $135,000.00 ($45K/yr.) over a possible three-year contract period. An initial one-year contract shall be awarded pursuant to the provisions of M.G.L. Chapter 149, to the responsive and responsible bidder offering the lowest price. LHA reserves its sole option to renew this contract for two additional one-year contract periods. These specifications are in anticipation of funding. All contracts are voided if funds are not available. Bids are subject to M.G.L. c.149 and to minimum wage rates as required by M.G.L. c.149 26 to 27H inclusive, Davis Bacon Wage Determination for Residential Construction, MA4, 40 U.S.C. 276, 29 C.F.R. 1. General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Lowell Housing Authority. Bidders must submit a five percent (5%) bid deposit with their bid. The bid deposit must be in the form of a bid bond issued by a surety company certified to do business in the Commonwealth of Massachusetts; a certified treasurer's or cashier's check drawn on a responsible bank or trust company payable to the Lowell Housing Authority. The bidder awarded the contract is required to submit within (5) five days, a 100 % payment bond & 100% performance bond drawn on a responsible bank or trust company authorized to do business in the Commonwealth of Massachusetts and made payable to the Lowell Housing Authority. General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined goal reserved for such enterprises shall not be less than 10.4% of the final contract price including accepted alternates. See Contractor's Affirmative Action Requirements for additional information. The LHA reserves the right to cancel the IFB, reject any or all bids and waive informalities. PRE-BID SITE VISIT: NONE LAST DAY TO SUBMIT WRITTEN QUESTIONS: January 25, 2024 by 3:00 PM. Questions concerning this IFB must only be submitted in writing to Rita V. Brousseau, Chief Procurement Officer. Questions may be mailed, delivered or emailed to rbrousseau@lhma.org. Written responses will be emailed to all bidders on record as having received the IFB package. - If any changes are made to this IFB, an addendum will be issued. Addenda and made available electronically. If the HA issues any addenda to this IFB, each bidder shall acknowledge on the Price Bid Form the receipt of each addendum by addendum number. The Chief Procurement Officer, after a recommendation from the initiating department head shall review and award. An award of contract will be made within thirty (30) days after the bid submission date or as soon as practicable thereafter. The time for award may be extended for up to thirty (30) days by mutual agreement. The Housing Authority reserves the right to cancel this IFB or reject in whole or in part any and all bids, if the Housing Authority determines that cancellation or rejection serves the best interests of the Housing Authority.
