The City of Palo Alto is seeking proposals from qualified firms to provide habitat restoration and landscape maintenance services for the San Francisquito Watershed Coordinated Resources Management Planning Process project. The required services and performance conditions are described in the Scope of Work (or Services). Question Submission Deadline:January 25, 2024, 1:00pm Question Response Deadline:January 29, 2024, 5:00pm Consultant Selection and Contract Preparation (Tentative):March 6, 2024 Work Commences (Tentative):April 1, 2024 Scope of Work or Project Details SCOPE OF WORK As part of the San Francisquito Watershed Coordinated Resources Management Planning Process, the San Francisquito Creek Watershed Steward will be tasked with habitat restoration, removal and control of non-native, invasive weeds, planting native plants specific to the watershed, trail maintenance and repair, monitoring water quality in San Francisquito Creek, educational activities, research, riparian habitat management, and recommending an annual habitat restoration plan. The PROPOSER will be responsible for overseeing community engagement and habitat restoration activities. The PROPOSER is expected to have knowledge of and skills in the latest habitat restoration techniques. The PROPOSER is responsible for recruiting for, organizing, and managing volunteer workdays to accomplish the habitat restoration goals. The PROPOSER will develop and manage an afterschool program for local youth that combines environmental education with hands-on opportunities to improve the habitat. The stewardship program is to seek volunteers from a variety of age groups and demographic backgrounds and the PROPOSER is to incorporate best practices in the areas of diversity, equity, and inclusion to create a rich volunteer experience. Green Stormwater Infrastructure (GSI) uses stormwater management design measures such as permeable pavements, bioretention areas, stormwater planters, tree well filters, and rainwater harvesting systems that mimic nature to slow, sink, spread and filter stormwater runoff. CITY is required to implement GSI measures to complement traditional storm drain infrastructure on public and (sometimes) private property, including on streets, parking lots, roofs, and other impervious elements that create or receive stormwater runoff. CITY must maintain all GSI features on its property and right-of-way for the life of the project. Currently, CITY has GSI at 15 locations in its jurisdiction, including 16 bioretention areas in the Southgate neighborhood. CITY seeks support to maintain Southgate's bioretention to ensure long-term effectiveness and success of these public features. PROPOSER shall also provide assistance in managing a volunteer stewardship program. SCHEDULE The following activities are based on a 3-year workplan. However, the CITY is seeking a pro-rated proposal for the period of April 1, 2024 through March 31, 2027. BUDGET The CITY's maximum budget for this project is $90,000.00 for 3 years. The maximum budget for each fiscal year is $30,000.00. The PROPOSER is also expected to raise funds from outside sources in addition to the CITY's contribution to achieve the services below. Interested PROPOSERs are to include in their proposal their plan to raise funds.
