Purpose and Overview of RFP The following list provides a general overview of information related to the subject of this Request for Proposals (RFP): 1. The Department of Parks and Recreation (DPR), San Luis Obispo Coast District, is issuing this RFP to receive Proposals from qualified firms (Proposers) to provide Ground Transportation Operations and Maintenance at the Hearst San Simeon State Historical Monument(R) (Hearst Castle(R)). 2. This procurement will be based on the combined Technical Proposal, Cost Proposal and Interview scores. Responsive Proposals submitted in response to this RFP will be evaluated with the intent of awarding an Agreement to the highest ranked Proposer. 3. The Agreement period will start upon Department of General Services (DGS) approval of the Agreement and will extend for fifteen (15) years. The Work will start with an Authorization to Commence Work Notice and will be managed through an Operations and Maintenance Contract and a Standard Operating Procedures (SOP) Manual. The SOP manual shall include the successful respondent's operating workplans, collected through this RFP process. No Work may begin prior to the receipt of an Authorization to Commence Work Notice. 4. The Agreement may be extended for an additional five (5) year time extension with mutual consent of DPR and the Contractor through execution of a formal amendment. This optional extension will be discussed between DPR and the Contractor in year 11 of the Agreement to allow time for execution. Should this optional extension occur, all other terms and conditions will remain the same including the contracted hourly rates in Exhibit B, Attachment 1 plus the applicable inflation rates. 5. The total dollar value for the Agreement resulting from this RFP is not to exceed $160 million. 6. This RFP will be available in electronic format on the State's Contract Register at website All questions regarding this RFP must be submitted in writing to the email address of the individual identified in Section 2.2 of this RFP by the date and time listed in Section 2.0, Table 1. All such questions shall use the subject line: C24740001, Ground Transportation Operations and Maintenance at the Hearst San Simeon State Historical Monument(R). Answers will be provided by Addenda which will be posted within the Proposal Solicitation located on the Cal eProcure website stated above. It is the responsibility of the Proposers to download any addenda as needed. A courtesy copy will be sent to those who submitted questions. Brief Description of Services The DPR requires a solution and associated services for the implementation of Ground Transportation Operations and Maintenance at Hearst Castle(R). The San Luis Obispo Coast District of the DPR operates and maintains all day-to-day operations of Hearst Castle(R). Located at 750 Hearst Castle Road, San Simeon, CA, Hearst Castle(R) offers a variety of daytime and evening tours. Visitors wishing to tour Hearst Castle(R) must ride a bus approximately 5-8 miles (depending on destination) from the Visitor Center, located at sea level, up a hill to the historic monument located at approximately 1,600 feet above sea level. The transportation operation serves 850,000 visitors annually (pre-COVID). DPR is seeking a turnkey solution for transportation services at the Hearst Castle State Park and Monument. The Contractor shall provide at least 23 vehicles, 14 of which are 40-foot Type D battery-electric vehicles accommodating at least 54 passengers, three (3) paratransit/accessibletype battery-electric vehicles accessible for passengers requiring the use of wheelchairs/mobility devices and accommodating 26 passengers and up to four (4) wheelchair positions powered, two (2) passenger battery-electric shuttles/vans to accommodate private tours or other functions and four (4) accessible electric golf carts for final destination transportation. There may be financial assistance based state and federal programs for zero-emission vehicle procurement available that the Contractor may wish to investigate or pursue. This is entirely the responsibility of and at the discretion of the Contractor. DPR will provide access to a newly constructed maintenance facility, newly installed electric vehicle chargers, and existing administrative offices. DPR will be responsible for capital upgrades to facilities prior to contract execution. Further, the Contractor is required to procure, operate, and maintain all vehicles for provision of service and to procure electricity. As part of the winning Proposal for the bus operations and maintenance contract, the Contractor will be awarded a mandatory 15-year no cost lease for the bus operations and maintenance facility. The Contractor will be responsible for all life cycle upkeep of the maintenance facilities, electric vehicle charging infrastructure operations and maintenance and administrative offices. Operations vary by season, when more service is operated in the summer months and less service is operated in the winter months. Before the pandemic, average monthly vehicle hours ranged from 1,400 hours to 3,800 hours, for a total of 29,000-30,000 annual passenger vehicle hours. During typical operating days, 12 40-foot vehicles and two (2) ADA vehicles are in service; headways for different tours to different destinations are approximately 10 minutes. To complement primary ground transportation services, the Contractor shall also provide finaldestination transportation for persons with disabilities and mobility challenges using accessible electric golf carts on the Hearst Castle(R) hilltop for accessibly designed tours. Final-destination transportation bridges the journey from paratransit vehicles to the start of a tour and the opposite for the return trip. Business day - Monday through Friday, except for federal or State holidays, between the hours of 8:00 a.m. and 5:00 p.m., Pacific Time. Lists of federal and State holidays can be found at website Disabled Veteran Business Enterprise - A for-profit business concern that meets the certification requirements set forth in California Military and Veterans Code section 999(b)(7), including but not limited to at least 51 percent owned by a veteran of the United States Military who has at least a 10 percent service-connected disability. To be counted towards meeting the goals of the Small Business Program, a Disabled Veteran Business Enterprise must be certified by the California Department of General Services.
