The scope of services set forth in this RFP represents an outline of the services that the CITY anticipates the successful PROPOSER to perform and is presented for the primary purpose of allowing the CITY to compare proposals. The precise scope of services to be incorporated into the Professional Services Agreement shall be negotiated between the CITY and the successful PROPOSER. The CITY requests that the PROPOSER suggest changes to the scope of services (as a part of the proposal) in order to achieve the CITY's stated Objectives. A preliminary scope of services, with potential work items, is provided below. The scope provided is not intended to be the complete scope required for each Project. Each PROPOSER should, based on their expertise, consider additional tasks that may be required to complete various CIP projects, revising this preliminary scope of services as necessary. The Project will require a full-service consultant team with the ability to deliver a wide range of services including, but not limited to, project management, preliminary and final Engineering, including preparation of plans, specifications and estimate (PS&E), engineering operational support, environmental document preparation (as required), and bidding and construction support services. Submit a Project Deliverables Completion Statement to indicate overall percentage of plan phase deliverables completed. Include the completion statement with each payment request. The deliverable percentage will be compared to the total percent billed to indicate overall progress. Payments will not be made if the percent billed is substantially greater than the completion percentage as determined by the plan deliverables. The Electronic Copy Does Not Replace the Requirement for a Hard Copy Submittal. Only Hard Copy Submittals Received by the City of Tracy, Office of the City Engineer, by the Deadline Will Be Reviewed If the PROPOSER is in doubt as to the meaning of any part of the RFP or finds discrepancies in or omissions from the RFP, the PROPOSER shall submit to the CITY a written request for an interpretation or clarification prior to the time for opening the proposals. The PROPOSER shall be responsible for the prompt delivery of the request. The CITY shall not be responsible for any explanations or interpretations of the RFP other than by written addendum. No oral interpretations of any provision in the RFP shall be binding upon the CITY. All such requests should be addressed to Sharat Bandugula at sharat.bandugula@cityoftracy.org no later than 3:00 P.M. on February 7, 2024. Any addendums will be posted on the City Electronically no later than 6:00 P.M. on February 8, 2024 It is the PROPOSERs responsibility alone to ensure that the proposal is received at the Office of the City Engineer prior to the hour and date for the opening of proposals specified in the Notice of Request for Proposals (RFP). Any proposals received by the Office of the City Engineer after that hour and date shall be returned unopened. The method of Contractor Selection has not been Determined at this time.
