Per the owner, as of June 4, 2024, they are in negotiations with the prospective engineering team. At this time, it is not known when negotiations will be completed. Closed solicitation has been included below for reference. ............ Proposer shall provide all services required to complete the Project. The following is a proposed scope of services for the development of construction documents for the Poplar Creek Golf Course Irrigation Well Project. This project shall install a new irrigation well and abandon an existing out-of-service irrigation well. The following is intended only as a guide for submission of the proposal. At a minimum, all Proposers shall submit a proposal responding to the entire Scope of Services including Optional Services. However, Proposers may recommend changes to the Scope of Services based on knowledge of applicable laws, regulations and standards, and to meet City's objectives and schedule requirements. PRIMARY SCOPE OF SERVICES 1. Project Management and Coordination o Ensure an efficient and coordinated project development process, the delivery of a high-quality product, and development of the Project components within budget and on schedule. o Be responsible for detailed management of the project, including any subconsultants, and keep the City appraised of the status of the project. Represent the City, with City's input and approval, in communications with other external agencies as needed to deliver the Project. o Provide the key personnel as described in Proposer's proposal and do not reassign key project personnel without prior approval of the City per the Standard Agreement for Professional Consultant Services. o Prepare and submit monthly progress reports including summary of completed activities, proposed activities for next month, issues affecting project delivery, scope, schedule, or budget, consultants actions to mitigate issues, summary of project decisions, updated project schedule, budget status, percent of work complete and cost to complete remaining work, and other important project information. o Prepare and submit a baseline schedule and monthly progress schedules including identifying key permits and agency approvals with associated process required to facilitate the design and construction of the Project. o Attend both virtual and in-person meetings with City including but not limited to a kick-off meeting, bi-weekly progress review, design submittal presentation and review meetings at each submittal milestone, and as described elsewhere in this scope of services. Deliverables: o Baseline schedule o Monthly project progress report and schedule submitted with invoice o Meeting agendas and minutes 2. Site Investigations including Test Drilling o Perform field reconnaissance and prepare a record of site conditions. o Obtain and review available information relevant to this project from the City, utility base maps pertinent to project and adjacent areas and as-built plans. o Research underground utilities, contact utility owners to request available record information, prepare a detailed survey of all known underground within the project area to incorporate utility information in the plan set. o Any other site investigation activities required to prepare the PS&E packages. o Perform test drilling to document subsurface conditions. Log samples of the cuttings at 10-foot intervals and perform a sieve analysis on selected samples to aid in lithologic evaluation and to assist in confirming screen slot-size in the production well. o Perform geophysical logging in the pilot hole, consisting of resistivity, spontaneous potential, and gamma ray. o Characterize soil cuttings and groundwater from the test drilling/hydrogeologic study. o All disposal, abandonment, restoration, and coordination related to all site investigations. Deliverables: o Base map including utility information o Drilling sample logs and laboratory data 3. Preliminary Engineering including Hydrogeologic Study and Basis of Design Report o Perform a hydrogeologic study by electrotelluric soundings for the new well location. The electrotelluric soundings are used to determine the depth to ground-water saturation, the thickness of water bearing intervals, and depths to which no ground water is likely to be found or has elevated salinity and is not usable. The sounding is like an electrical "drill hole," with each sounding to be evaluated to a depth of 400 feet. Perform the data processing and geophysical interpretation of the depth, thickness, and relative salinity of water contained therein, as presented on each electrotelluric log. The results and interpretation of this information shall be developed and presented in the Basis of Design Report. o Prepare Basis of Design (BOD) Report and present to the City including facilitating a workshop that will be attended by the Public Works Director and Deputy Director of Public Works for acceptance prior to proceeding with detailed design work. o Prepare 30% design level drawings identifying the proposed improvements and limits of work. The drawings shall provide a final casing diagram for the well construction, including completion depth, screen interval, screen size, gravel pack gradation, and depth of annular seal. o Prepare and obtain all permits needed from pertinent agencies for the field investigation and drilling operations. This task may also include support to satisfy permitting requirements for the State Water Board, Santa Clara County Environmental Health Department, SCVWD, California Environmental Quality Act (CEQA), noise/visual impacts, disposal of field investigation activities, and disposal of well development water. Deliverables: o 30% design submittal including plans, specifications outline, and cost estimate o Basis of Design (BOD) report o Well Permits o Technical review workshop agenda and minutes 4. Preparation of Detailed Plans, Specifications, and Cost Estimates (PS&E) for Construction o Communicate with various agencies and utility companies as necessary to obtain information and permits, and coordinate any other activities required to complete the scope of services and implement project construction. o Present in-progress plans at the biweekly progress meetings with the City. o Prepare and submit plans, specifications, and cost estimate for 90% and 100% design development milestones. o Prepare for and facilitate a design review workshop with City staff. o Prepare and submit final construction contract documents incorporating all comments from previous reviews. o Prepare plans using AutoCAD and plot at appropriate scales on 22-inch x 34-inch sheets. o The City will provide standard City general conditions and specifications for consultant's use. Prepare all special provisions and technical specifications required for construction in a manner which integrates clearly with City and Caltrans specifications. Review general conditions and coordinate any proposed changes with City. This project may utilize federal funds for construction; write specifications accordingly. o Develop schedule of bid items to address all required contract work and prepare clear specifications for measurement and payment. Provisions for alternate items may be considered as an approach to keep the project within budget. Identify any physical work required for project implementation outside of the construction contract and provide recommendation for procurement method. Deliverables: o Progress plans as required (pdf) o 90% and 100% PS&E submittals in electronic format (MS Word, Excel, and pdf) o Technical review workshop agenda and minutes o Final bid documents: submit original stamped drawings and complete contract book including bid documents, general conditions and special provisions in electronic format (MS Word and pdf, plans in AutoCAD and pdf) o Final quantity estimates, quantity calculation sheets, final construction cost estimate submitted in the format of the schedule of bid items in electronic format (MS Word and pdf), including detailed construction cost estimate documentation o Other documentation as needed to clarify design and contract approach 5. Bid Support o Attend a pre-bid meeting and respond to questions concerning the plans, specifications, and other bid documents prior to bid opening and prepare contract addenda, if needed. Deliverables: o Contract addenda, if needed, for distribution by City o Written responses to bidder's questions for distribution by City during bid phase 6. Engineering Services During Construction (Optional) o Provide professional engineering services during project construction phase to support administration of the construction contract, including but not limited to tasks such as responding to requests for information, reviewing contractor submittals, preparing design change documents, and providing field inspection of planting installation. The City seeks to have final construction contract documents completed and ready for advertisement by September 30, 2024. If the Proposer deems this unreasonable based on prior experience, provide an explanation as to why the City's preferred completion date would be unrealistic, propose a suitable completion date, and provide a modified schedule for completing scope of services prior to the proposed date. The City of San Mateo (City) is soliciting written proposals from qualified firms to provide engineering design services for the City's Poplar Creek Golf Course Irrigation Well Project (hereinafter referred to as "Project"). The City seeks to secure the most qualified proposer(s) to perform professional engineering design services to develop construction contract documents including performing a hydrogeologic study, preparation of plans, specifications, estimates, bidding support, and engineering services during construction. The construction documents shall be for a full well complete in place including casing, pump, pipe, and outfall. Proposals shall be submitted by firms that are capable and have a demonstrable background in the type of work described in Section III of this notice. In addition, all interested firms shall have sufficient, readily available resources in the form of trained personnel, support services, specialized consultants and financial resources to carry out the work without delay or shortcomings. The City owns and maintains the Poplar Creek Golf Course which is located at 1700 Coyote Point Drive, San Mateo. There are two existing irrigation wells located near the southwest corner of the property, one currently in use and one that is out of service (see Appendix A for location map). The City is looking to abandon the out of service well in compliance with San Mateo County Environmental Health Services requirements, and construct a new irrigation well approximately 40 feet west of the abandoned well. It is desired that the new irrigation well has similar or better production of the existing well that is still currently in use. The existing well currently in use will remain as-is, this new irrigation well is for redundancy purposes. The proposer will need to perform a hydrogeologic study, test drilling, and any other services necessary to identify the optimal location to construct the new well. The proposed shall also include design for abandonment for the existing out-of-service well to be included in the construction documents. The proposer may identify services that differ from those in Section III and Appendix B if they believe the changes will help in achieving the City's project objectives more efficiently and effectively. SCOPE OF SERVICES The scope of work for this contract will vary as the need arises and will be at the discretion of the City. The main categories of work may include but are not limited to: 1. Project Management and Coordination 2. Site Investigation including Test Drilling 3. Preliminary Engineering including Hydrogeologic Study and Basis of Design Report 4. Plans, Specifications, and Estimates 5. Bid Support 6. Engineering Services During Construction (Optional) PROPOSALS AND PROPOSED BUDGET AND FEE MUST BE RECEIVED BY 4:00 P.M. on March 9, 2023 at the aforementioned two email addresses. Proposals received after this time or at any other email address will not be accepted. CONSULTANT agrees to cease all work under this Agreement upon receipt of said written notice. Upon termination and upon CITY's payment of the amount required to be paid, documents become the property of CITY, and CONSULTANT shall transfer them to CITY upon request without additional compensation. The method of Contractor Selection has not been Determined at this time.
