BID DESCRIPTION PROVIDE ELECTRICAL SERVICES AS REQUIRED BY WATER RESOURCES DIVISION 4.2. Scope of Work Services will include, but are not limited to: Electrical Services for monitoring Checking the Integrity of Wiring/Connections including: Wiring on Various Pump Motors Variable Speed Drives (VFD) Low, Medium, and High Voltage Electrical Panels and Drives Soft Starters Servo and Motion Controls, Programmable Logic Controllers (PLCs) Equipment includes, but not limited to: Robicon VFDs (Models 457C89-01, 457C89-02, 457C89-03) Flyght Pumps (Models CT3356.715-200HP) Allen-Bradley PowerFlex 400 Drive Siemens Low, Medium and High Voltage Motor Control Center Panels, Starters, Soft Starters and Power Cables Preventive Maintenance shall include the following on an annual basis: Clean and vacuum all the MCC enclosures, cabinets and components form dirt, dust, and debris. Inspect physical and mechanical condition including anchorage, alignment, and grounding. Verify contactors and all mechanical operation. Test motor protection devices in accordance with manufacturer's published data. Verify all Motor-Running Protection. Verify appropriate lubrication on all moving current-carrying parts. Perform insulation-resistance tests on each pole, phase-to-phase and phase-to-ground with starter closed and across each open pole for one minute. Perform resistance measurements through bolted connections with a low-resistance ohmmeter. Perform thermographic survey on all sections of MCC. Test all circuit breakers in accordance with following procedures. Inspect and clean each unit and all contacts. Operate circuit breaker to insure smooth operation. Perform a contact-resistance test. Perform an insulation-resistance test at 1000 volts dc from pole-to-pole and from each pole-to-ground with breaker closed and across open contacts of each phase. Verify Instantaneous, short, long and ground fault pickup and delay by secondary current injection technique. Verify ground-fault pickup and time delay by secondary current injection. Verify tightness of accessible bolted electrical connections by calibrated torque-wrench. Perform thermographic survey on an annual basis. Inspect mechanism contacts and arc chutes in unsealed units. Variable Frequency Drives (VFDs) and Related Components Preventive Maintenance shall include the following on annual basis: Clean and vacuum all the VFD enclosures, cabinets and components from dirt, dust, and debris. Download and backup all VFDs parameters, Faults History and Event Log Files from the VFD's and establish database for them on annual basis. Download and backup of set up parameters on all VFD's and saving them on annual basis. Inspect the VFD electrical components (i.e. discharge resistors, buss bars, rectifiers, IGBT, gate driver, logic boards, etc.) for possible damage due to overloading or abnormal operation. Megger and confirm the insulation resistance of the motor phases to ground as well as between phase winding impedance. Complete torque of all electrical power connections and control terminals. Complete inspection of the cooling mechanisms on all VFD's. Replace and renew cooling fans for all VFD's according to manufacturer recommendation. Test and inspect and on as needed basis replace and renew DC Bus electrolytic capacitor for all VFD's according to manufacturer recommended operational life. Run the VFD and pump at full load to check and confirm all 3 phase motor currents and voltages are balanced and normal. Check and confirming all the 3 phase motor currents and voltages are balanced and read normal. Provide hard copies and electronic copies of all electrical maintenance service records upon completion of every service. Thermographic Survey on all Low, Medium and High Voltage Breakers, Starters and MCC Panels The following service shall be provided on every other year basis: Remove all necessary covers prior to thermographic inspection. Perform thermographic survey when load is applied to the system. Equipment to be inspected shall include all current-carrying devices. Inspect distribution systems with imaging equipment capable of detecting a minimum temperature difference of 1 C at 300 C. Equipment shall detect emitted radiation and convert detected radiation to visual signal. Thermographic surveys should be performed during periods of maximum possible loading. Refer to ANSI/NFPA 70B, Section 20.17. Provide comprehensive photographs and thermographs of the deficient areas. Provide recommendations to address deficiencies Response Time Shall be available to respond to City requests for service 24 hours per day, seven days per week. Shall be available to respond to non-emergency requests within 2 business days. Shall respond to emergency request within 4 hours. 4.3. Vendor Requirements Must be Allen-Bradley factory-trained on controls. Must be a DNH Industries Digi-Fire supplier and service representative. Must have training or continuing education on Siemens equipment. Must provide materials that meet OEM standards and are approved by City staff prior to use.
